BACKGROUND AND PURPOSE OF THE ASSIGNMENT

 

Togo, officially the Togolese Republic is one of the smallest countries in Africa and home to 8.6 million people. Situated in the Gulf of Guinea, Togo serves as a critical corridor to enable the COVID-19 response to landlocked countries in the Central Sahel region.

 

Togo’s economy depends heavily on both commercial and subsistence agriculture, with both sectors employing 60 per cent of the labour force. Socio-political and economic turmoil coupled with devastating floods and now COVID-19 have seen a deterioration in its food and nutritional situation.

 

Nearly 1.3 million (22 per cent of the population) require humanitarian assistance and over 280,000 people are at risk of falling into food insecurity. This includes an 18 per cent rise in Moderate Acute Malnutrition and a 6.8 per cent rise in Severe Acute Malnutrition. 15.2 per cent of these children are at grave risk if nutrition treatments are not received.

 

 

JOB PURPOSE

 

The Togo Country Office is recruiting a Partnership consultant to strengthen the CO relationship with donors and partners, to boost the funding situation of the CSP (2022-2026). The incumbent will also support the communication and reporting efforts of the Country Office with the government of Togo, the UN agencies and donors, the RB Dakar and Rome. He / She will work with the Regional Bureau and HQ to develop a strategic review of donor relationships, using technical knowledge and experience to analyze data, reporting and communication to donors and partners. He will provide advice, identify opportunities to increase fundraising and make process improvements.

 

 

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

 

  • Contribute to the management of Togo's portfolio of partnerships, soliciting contributions, providing donor stewardship, forecasting, negotiating changes and assessing results, to maximize resources raised
  • Lead and provide inputs for briefing documents (Country brief, ACR, talking points for the CD and RD, other ad hoc reports).
  • Support CD to present WFP in forums and external engagements in such a way that advances partnership strategy and objectives and builds support for WFP activities.
  • Prepare briefing documents for senior-level management meetings with donors
  • Coordinate flow of information of Togo in liaison with the Regional Bureau to ensure timely alignment with donor requests and that visibility and donor conditions are met.
  • When required, work with the Budget and Programming Officer to prepare advance financing requests for eligible forecasts.
  • Prepare donor reports and communication materials as appropriate.
  • Any other tasks as required by the supervisor.

 

QUALIFICATIONS & EXPERIENCE REQUIRED 

 

EDUCATION:

Advanced University degree in Political or Social Science, International Development, Development Economics, International Relations, Law, Marketing, Public Relations, Communications or other relevant fields, or First University degree with additional years of related work experience and/or training/courses.

 

EXPERIENCE:

  • Minimum of 5 years of relevant professional experience in humanitarian or development work, previous experience in donor relations and resource mobilization.
  • Experience working with complex donors
  • Experience in promoting awareness of humanitarian issues
  • Un-based experience and/or work in a multi-cultural context
  • Highly developed drafting ability in French and English
  • Previous experience in a developing country (other than own) showing the ability to work under conditions of hardship and low infrastructure.
  • Capacity to work under minimum supervision and produce quality outputs delivered on time and in adherence with the work plan.

 

DESIRED EXPERIENCE

  • Ability to translate understanding of programme principles into relevant, effective and context-specific approaches.
  • Ability to explain WFP projects and operations to counterparts and to communicate with Government, donors, and partners clearly and effectively, both orally and in writing
  • Good understanding of project lifecycle, humanitarian principles and tools, programmes, and transfer modalities
  • Good knowledge of UN system policies, rules, regulations, and procedures
  • Good writing and analytical skills; good interpersonal skills, teamwork spirit and ability to work in multicultural settings, and superior cognitive capacity.

 

LANGUAGE:

  • Fluency (level C) in French and English language is required.
