ORGANIZATIONAL CONTEXT

To implement Sierra Leone’s 2020-24 Country Strategic Plan, WFP Sierra Leone Country Office (SLCO) needs to strategically engage with various institutional donors and ensure effective grant management of contributions secured.

Whilst SLCO has three (3) activity managers to implement the six (6) CSP activities, who are responsible for implementation, resource mobilization and reporting, the high volume of implementation responsibilities makes business development and grant management challenging for these staff. To ensure that SLCO meets its resource mobilization targets and effectively demonstrates effectiveness, efficiency and efficacy of contributions received, a programme reporting, and proposal development specialist is needed.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Deputy Country Director/Head of Programme Unit the incumbent will perform the following duties:

  1. Develop high quality concept notes and proposals for implementation of the 2020-24 CSP
    • Formulate project applications to key strategic donors, including but not limited to: DFID, European Union, France, Germany, Japan, and Peace Building Fund, ensuring compliance with requirements
    • Work in close collaboration with activity managers and support units to develop proposals and budgets

 

  1. Support the formulation of timely high quality quarterly, annual, and final donor reports for CSP contributors
    • Define reporting requirements for current CSP contributions
    • Work in close collaboration with activity managers to develop high quality reports
    • Work in collaboration with communications unit to develop human interest stories

 

  1. Support development of programme documentation as required
    • Provide editorial support to other programme units to develop key documentation as required, particularly programmatic guidelines, partnership agreements and training materials

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences  or other relevant field, or First University degree with additional years of related  work experience and/or training/courses

 

Required experience and skills:

  1. Minimum 3 years’ experience working in fundraising for reputable donor and hands on experience in programme, ideally in social and productive safety nets project management
  2. Specialised knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background.
  3. Strong written and oral communication skills, including substantive analysis and report writing skills

 

Language: Fluency (level C) in English language
