Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is US $ 8,907 (US Dollars) yearly.

Introduction

Mozambique is endowed with ample arable land, water, energy, as well as mineral resources and newly discovered natural gas offshore; three, deep seaports; and a relatively large potential pool of labour. Agriculture is the mainstay of the country’s economy accounting for 20 per cent of the GDP in 2020, employing about 79 per cent of the labour force and accounting for about 25 per cent of export earnings.  

Since the end of the civil war in early nineties, Mozambique has been one of the fastest growing economies in sub-Saharan Africa with an average real GDP growth of 7.4 per cent (1993 – 2015) (UNDP). Mozambique’s strong economic performance owes to a combination of sound macroeconomic management, several large-scale foreign-investment projects in the extractives sector and significant donor support. However, this growth, has not been equitable and has not delivered the expected results in terms of employment creation and poverty reduction.  Poverty remains high, with highest rates recorded in Cabo Delgado, Zambezia and Tete regions. Women, youth, children, and people with disabilities are the most affected and make up the larger portion of the poor in Mozambique.


The Government of Mozambique acknowledges that poverty, unemployment, skills gap and the lack of basic infrastructure are the most pervasive problems that the country is confronted with and is committed to broad based policy reforms and programmes meant to address these interconnected challenges. A number of bi/multi-national development partners, including the International Labour Organization (ILO) and the International Fund for Agricultural Development (IFAD), are supporting these efforts.

 

In this regard, the ILO with the support of IFAD is implementing a technical assistance project meant to create more and better employment opportunities for vulnerable youth, women and People with Disabilities (PWD) in Northern Mozambique, with a specific focus on rural economic development. 

The goal is to support vulnerable youth’s socio-economic integration into the labour market and to increase their employability and economic productivity with a focus priority sectors including agriculture, artisanal fisheries and aquaculture. This will be facilitated through an integrated approach to technical and entrepreneurial skills development linked to employment intensive interventions and agribusiness value addition activities in selected locations. The project will have three interconnected and complementary components namely skills development, sustainable enterprise development as well as employment intensive infrastructure works.

 

 

Reporting Lines:

Under the overall responsibility of the ILO Country Office Director for Zambia, Malawi and Mozambique, the Driver will report and work under the direction of the Project Manager.

Description of Duties

1.    Drive project vehicles for official purposes to facilitate movement of staff and/or goods. 
2.    Drive project personnel to project sites and other planned activity locations for delivery of project programmes.
3.    Meet official personnel at the airport and facilitate immigration and customs formalities.
4.    Collect and deliver mail, pouch, documents and other items.
5.    Responsible for the day-to-day maintenance of the assigned vehicle, check oil, water, battery, brakes, tires, etc., perform minor repairs and arrange for other repairs, and ensure that the vehicle is kept clean.
6.    Keep records of use of vehicle, daily mileage, gas consumption, oil changes, greasing and other services.
7.    Ensure that the steps required by ILO rules and regulations and Road Safety and Security are taken in case of involvement in accident.
8.    Perform miscellaneous office support functions such as messenger services and making photocopies.
9.    Provide logistical support with project workshops, seminars or training when required.
10.    Perform other related duties by the Supervisor

Required qualifications

Education

Secondary education, valid and clean driver’s licence, knowledge of driving rules and regulations and skills in minor vehicle repairs. A safe driving course will be an advantage.

Experience

Two years' work experience as a driver with a safe driving record.

Languages

Working knowledge of Portuguese and knowledge of English.

•    A high level of driving and vehicle repair and maintenance skills. 
•    Proven ability to keep accurate records of the use of vehicle. 
•    Proven ability to drive safely in local traffic conditions.
•    Ability to follow instructions. 
•    Ability to undertake minor vehicle repair. 
•    Ability to take initiatives. 
•    Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office.
•    Ability to work in a polite, courteous and cooperative manner. 
•    Ability to handle, track and keep project records.
•    Ability to lift and carry heavy mail bags and boxes.
•    Ability to deal calmly with unexpected circumstances or delays  
•    Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviours and attitudes

 

 

 

Assessed candidates who will be considered as appointable but not selected for this position can also be offered to be assigned on another temporary position at the same or at a lower grade provided that said candidates possesses the minimum qualifications for this position.
