Who we are UNDP is the UN's global development network, advocating for change and connecting countries to knowledge, experience and resources to help empower people and build resilient nations. UNDP has been working in Liberia since 1977 in peace and in crisis times. UNDP is committed to helping Liberia achieve the Sustainable Development Goals (SDGS) as well as the country’s national development priorities as set out in its newest Pro-Poor Development Agenda. UNDP provides technical assistance within the framework of the UN Development Assistance Framework (UNDAF) which is fully aligned with Liberia’s National development Agenda. What we do UNDP supports Liberia's national development agenda and works closely with national institutions and local communities to promote, advocate and contribute to good governance, peace and security. Our work focuses on engendering national initiatives and strategies that help facilitate long-term development transformation in the lives of the people of Liberia. We offer global perspectives, complementary support and ideas on strategic development projects and capacity building in continued efforts to promote and protect human rights and improve environmental management. The end result of this transformation would be a country that is characterized by peaceful and inclusive politics and diversified economy, stable institutions, enforces the laws fairly, land tenure problems have been resolved, natural resources are efficiently managed and health and education standards have reached those of other middle income countries.

Context

The promotion of gender equality and women’s empowerment is essential to UNDP’s development approach both as a human right and a strategy to achieve sustainable development. The UNDP Strategic Plan (2022-2025) states that in order ‘to strengthen progress enough to withstand future shocks, it is essential to tackle the persistent, structural obstacles to gender equality’. UNDP Liberia’s gender strategy is underpinned by Liberia national development plan: The Pro Poor Agenda for Prosperity and Development (PAPD), which is geared towards accelerating inclusive sustainable development. It gives due recognition to the inequalities and discrimination women are subjected to and live with. At the Country Office (CO) level, UNDP Liberia is working to mainstream gender equality and the empowerment of women through its operations and programming by among other things championing women’s political participation, women’s economic empowerment, promoting women and girls’ rights and fighting sexual and gender-based violence (SGBV), as well as the exclusion of people leaving with disabilities. The office: • Integrates gender at all stages of the programme/project cycle; from design to implementation, monitoring, reporting and evaluation. • Applies the Gender Marker to track and monitor budget allocation for gender in projects. • Builds capacity for staff in order to address gaps and practical skills and proficiency for gender mainstreaming. In 2021, the CO Liberia undertook the UNDP Gender Equality Seal Baseline Assessment, the first step towards the Gender Equality Seal Certification 2022-2023. The Gender Seal is a corporate tool developed to certify the level of gender mainstreaming across all programmatic and operational aspects of the work of country offices. The Liberia CO has produced a variety of results and impact for gender equality through its programming. As we work towards the certification process and to buttress and expand our gender footprint in our programming, and in Liberia at large, this year we are looking to tease out our gender impacts from our work in 2021 and develop a knowledge product to help us reflect on what we are doing, take lessons and improve our programming for gender equality. UNDP is therefore looking for a volunteer to look through our programme annual reports for the year 2021 to draw out our contributions towards gender equality in Liberia, and synthesize these into an engaging knowledge product e.g. briefing document, etc.

Task description

UNDP Liberia is looking for 2 volunteers for the Country Office’s to research, collate and analyze the gender impact of its programming. One volunteer will look at the Inclusive Growth pillar reports and the other Inclusive Governance pillar reports This will help us document our contribution to Liberia’s and UNDP gender equality goals as we work towards UNDP Liberia’s Gender Equality Seal Certification. A knowledge product on UNDP's contributions to gender equality is expected at the end of the assignment.
