Background

All human development and human rights issues have gender dimensions. UN Women focuses on priority areas that are fundamental to women’s equality, and that can unlock progress across the board. Five focus areas include violence against women, economic empowerment, leadership and participation, peace and security and national planning and budgeting

UN Women’s India Country Office, based in New Delhi, India, works to advance gender equality, end violence against women and bring women’s rights to bear on local governance and decision making and strengthen its work on the neglected issue of sexual violence and other forms of violence in public spaces. To create a catalyst for policy attention, public awareness and innovative responses, UN Women launched a new flagship initiative, the Global Programme on Safe Cities Free of Violence against Women and Girls. The programme aims to develop the first proven model on how to prevent and reduce sexual violence and harassment in public spaces for eventual adaptation by local authorities and other decision-makers worldwide, in partnership with grassroots women’s organizations and community groups.

This model is intended to be capable of upscaling in many local contexts—furthering women’s empowerment and gender equality, while enhancing the quality of city life for all. Focusing on slum areas, impoverished neighbourhoods and excluded groups, these efforts work to empower women and their communities in diverse settings in five cities: Cairo (Egypt), Kigali (Rwanda), New Delhi (India), Port Moresby (Papua New Guinea) and Quito (Ecuador).

With an emphasis on creating an overarching strategy to create safer cities for women and girls, the Safe Cities Delhi project focuses on some of the following - needed policy and legislative reforms; urban planning and design of public spaces; civic awareness; improvements in public transport and policing; provision and maintenance of public infrastructure and services; and expanding access by survivors to legal assistance, justice and other supports.

UN Women works with the Delhi Government and civil society partners on the program, it provides technical support to the Department for Women and Child Development, Government of NCT of Delhi. In connection with the above, UN Women will be placing an embedded technical expert on ending violence against women and girls at the DWCD to support the Department to promote women and girls’ right to safe and equal space:  private, public, worksites and cyberspaces.

The Technical Consultant will be working under the overall supervision of the EVAW Specialist, UN WOMEN and will be reporting to the Director, DWCD for daily functions in DWCD, Government of Delhi. 

Duties and Responsibilities

Technical advisory to DWCD, GNCTD on gender -responsive policies, programmes, laws and legislations:

  • Provide technical inputs from a gender perspective on policies, programmes and legislations which are proposed by the Department, having a bearing on the empowerment of women, particularly those relating to Ending Violence against Women and Girls (EVAWG) in private, public, work and online spaces;
  • Assist DWCD in undertaking action on issues related to EVAW/G as per the mandate and priorities of the Department;
  • Assist the Department in framing and effective implementation of Gender Action Plans;
  • Develop and propose recommendations for restructuring of schemes and programmes of the Department that prevent EVAW/G and provide institutional support to women and girls in difficult circumstances, including women and girls facing gender-based violence, to ensure greater access by women and girls to these schemes and programmes;
  • Assist in undertaking a review of implementation of EVAW/G legislations;
  • Prepare briefing notes and updates on the status of women in India and Delhi, particularly on issues related to EVAW/G;
  • Prepare periodic progress reports of the work undertaken by the Department.

Strengthen coordination and implementation of DWCD initiatives on women’s empowerment and gender equality:

  • Coordinate strategic multistakeholder response to SGBV-prevention and protection related needs of women and girls emerging during COVID-19 pandemic and intersectional recovery measures for them;
  • Technical inputs to continuously review gender indicators of the state and identify reform areas of improvement and growth for delivering on SDG goals and other national and international commitments;
  • Provide technical assistance to strengthen and expand the mechanisms to address issues of violence against women and girls in public, private and work spaces;
  • Coordinate with other nodal departments towards an action plan for mainstreaming gender in their existing programmes and policies;
  • Develop IEC materials on women’s safety as required by DWCD;
  • Develop resources to build capacities of relevant stakeholders on addressing Violence Against Women and Girls (VAW/G), including facilitation of knowledge building and management of documents related to EVAW/G;
  • Undertake and coordinate training programmes of state, district and sub-district level officials, protection officers, frontline and other functionaries of schemes and programmes on gender and EVAW/G;
  • Provide technical/logistical support for organizing meetings/ trainings/ workshops/ dialogues at the State and other levels of administration;
  • Provide technical support for implementation, monitoring and evaluation of select initiatives of the Department of Women and Child Development;
  • Facilitate systematic coordination between UN Women, DWCD and other nodal departments of Delhi government.

Technical support for the Safe Cities Programme including engaging with men and boys for prevention of VAW/G:

  • Undertake an analysis of school education curriculum from a gender lens perspective for women and girls’ empowerment and safety;
  • Work closely with UN Women and Civil Society partners in knowledge management and documentation, as per project requirements;
  • Organise awareness programmes, dialogues for key stakeholders of the programmes on gender and gender based violence. 
  • Document ongoing project activities, maintain files and records relevant to the project;
  • Compile and prepare briefing and presentation materials of the Project with background information and documentation for meetings;
  • Ensure effective partnership between UN Women and the Core group of key stakeholder departments headed by the Chief Secretary to facilitate a multi-stakeholder coordinated response to reduce violence against women and girls, and facilitate regular meetings;
  • Strengthen linkages of the UN Safe City program with other initiatives of DWCD aimed at enhancing women’s safety in public spaces;
  • Draft routine correspondence, interoffice circulars, general briefing notes, documents, reports, and minutes of meetings when requested, translations when required in the Project;
  • Any other work relating to the programmes or issues relating to women’s empowerment and gender equality, as may be assigned by the Director, DWCD or UN Women.

Conduct research and analysis:

  • Provide support in undertaking assessment study examining impact of VAWG prevention and other programs in collaboration with gender experts/ academic institutions/ civil society organizations;
  • Collection and compilation of data on status of violence against girls and women, with a focus on priority programmes of the Department;
  • Prepare periodic progress reports of the work undertaken by the Department for women’s safety in public spaces;
  • Document evidence on achievements and challenges with respect to schemes and programmes aimed at reducing violence against women;
  • Support conducting assessment of existing schemes, policies and programmes for their impact on women;
  • Informing policy formulations through evidence based research.

Knowledge Sharing & Reporting Obligations:

  • Document and disseminate resources for initiatives under the department, such as case studies and best practices;
  • Assist in preparatory work for review meetings with Secretary and Ministers, including, preparation of resource materials, agenda papers, minutes etc.;
  • Monthly detailed and comprehensive narrative report of all activities undertaken (as part of the report  include templates &  plans developed, anecdotes that capture the process, partnerships, best practices and lessons learnt, photographs, press coverage, questionnaires, human interest stories, lists of participants, key strategies and recommendations) in hard and soft copy will be submitted to UNW with an acknowledgement of UN Women’s support by the Department of Women and Children, Delhi.

Any other duties assigned by Supervisor from time to time.

Expected Deliverables:

  • Develop a workplan for UN Women to coordinate with the Delhi government on initiatives of women’s empowerment and gender equality particularly on prevention of violence against women.
  • Develop a framework and state action plan on prevention of VAWG through social and cultural transformation, and behaviour change communication focused on men and boys.
  • Facilitate and supervise trainings on ending violence against women and girls, with focus on select laws, policies and programmes.
  • Coordinate on programme implementation as outlined in the project documents, including facilitating interactions between the key stakeholders in the Delhi Government and the project partners.
  • Provide information and documentation on specific stages of projects/programme implementation.
  • Periodical reporting as agreed by the Department.
  • All the information related to the assignment.

Required Skills and Experience

Education:

  • Masters degree in Women’s Studies, Social Sciences, Public Policy, or a related field.

Experience:

  • 5 years of professional experience of working on gender issues or women related projects.
  • Working knowledge and experience of working with State Government desirable, though not mandatory.
  • Excellent analytical writing, presentation and documentation skills required.
  • Should be well versed with the use of computers and its programmes / applications. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spread sheet and database packages.

Language:

  • Strong written skills in English and good command over Hindi as medium of communication.

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points);
  • Expertise and Experience relevant to the assignment (10 points);
  • Demonstrable experience on policy advocacy with the government and other stakeholders (5 points).

The evaluation process for selection of the candidate will be based on the following assessment:

  • Written Test (20 points)
  • Interview (80 points)
