Job Overview:

The purpose of the HR and Admin Officer is to ensure smooth implementation of projects and operations in Maimana Field Office. The position holder will act and align all HR and admin related assignments according to policies, Standard Operation Procedures (SOPs) and donor requirements to ensure quality and transparency in recruitment and administrative process.

The HR and Admin Officer will take an active role in supporting field-based admin and auxiliary staff comply with NRC and donor guidelines.

Generic responsibilities:

  • Ensures compliance with NRC policies, manuals, guidelines and standard operating procedures (SOP) and donor requirements
  • Performs delegated HR and Admin functions in accordance with the action plan
  • Conduct daily HR and admin activities and ensures follow-up is in place
  • Assists in the administration of resources to ensure deliverables are completed within budget, on time and to standard
  • Prepares and develops administrative reports as requested by the country/area office
  • Contributes to the development of SOPs as needed
  • Ensures proper filing of all supporting and recruitment documents
  • Promotes and shares ideas to improve the administrative function
  • Performs other duties as assigned by the supervisor

Specific responsibilities:

  • Update all field office national staff bio date in the online system and ensure it is up to date as per NRC filling system.
  • Assist in the interpretation of relevant documents from labor law, NRC national staff term of employment, code of conducts to local staffs.
  • Ensure all annual leave forms are properly signed and filled in individual respective files.
  • Cross check tracking of staff leaves and manage staff annual, maternity/paternity, CTO in leave database.
  • Prepare salary payroll and share with HR/finance country team for verification.
  • Ensure staffs signed timesheet on monthly basis.
  • Ensure staffs report to duty as per working hours.
  • Manage casual workers meant to support during weekend by preparing contracts, time sheet and paper work for payment.
  • Prepare paper work for payment of utilities in office and guesthouse such as water, firewood and public electricity bill.
  • In coordination with HR country/area office, ensure all staffs have signed contract.
  • In coordination with HR country/area office, ensure all staffs have medical insurance card
  • Manage recruitment process for all positions to be base in field office.
  • Ensure performance appraisal and work and development plans are in place and implemented according to the policy.
  • Maintain maximum confidentiality and ensure that all HR information is kept confidential.
  • All other tasks assigned by Field Office Coordinator and technical line manager

 

Generic professional competencies:

  • Experience working as a HR and Administrative in a humanitarian or recovery context.
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Experience in web-based HR software

Context/Specific skills, knowledge and experience:

  • Bachelor or Master Degree in Human Resource Management, Economics, Business Administration, Business Management and or Public Administration.
  • Minimum 3 years of HR and Administrative experience with bachelor degree and 2 years of experience with master degree in similar role with international NGOs and UN preferable.
  • Females are highly encouraged to apply and the preference will be given to strong female candidates.
  • Knowledge of geographical and contextual understanding of the northern region.
  • Strong computer skills (proficiency in Microsoft Office and Microsoft Excel is mandatory)
