ORGANIZATIONAL CONTEXT

The WFP Global Office in Berlin, Germany was established in 2004 to strengthen the partnerships with the government authorities and other stakeholders in Germany, Austria and Liechtenstein, as well as for media and public relations in the German-speaking parts of Europe. Throughout the past years, Germany emerged to be WFP’s second largest government donor.

JOB PURPOSE

Under the direct supervision of the Director and in close consultation with the colleagues managing the Government Partnerships and Communications and Advocacy portfolios, the consultant will be responsible for the political engagement of BER with a focus on the relationship with parliamentarians.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Lead and implement WFP national political engagement strategy in alignment with WFP Global Political Strategy.
  • Build and foster relationships with key Members of Parliament of all major parties, keeping them updated on WFP operations, challenges and achievements.
  • Help establishing a system of contact management and follow-up.
  • Establish and foster strong working partnerships with political think tanks and other key national political players.
  • Facilitate meetings and workshops on different thematic areas and organize field missions, involving parliamentarians and other key counterparts in national political circles government counterparts coordinating closely with HQ technical divisions, Regional Bureaux and Country Offices.
  • Represent WFP at meetings and conferences with government, parliament and civil society to ensure the issues of concern to WFP are properly understood and appropriately covered and communicated.

Further ACCOUNTABILITIES/RESPONSIBILITIES:

  • Identify political opportunities for WFP to seize Germany`s support in political fora, such as the UN Security Council and the EU, and around the G7 and other international events.
  • Provide political analysis and prepare information and reports on relevant topics as required.
  • Work in partnerships with other WFP Global Offices and the HQ Political Office
  • Build synergies with the Brussels office in the engagement with German Members of the European Parliament.
  • Perform any other duties as required.

Education

Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Knowledge & Skills

Robust knowledge of the political and donor environment in Germany, Austria and Liechtenstein required.

Experience working with parliament and/or other relevant political institutions, having engaged in strategic communications, political analysis or a related field.

Experience with a UN organization, NGO or other civil society organisation preferable.

Demonstrated comfort with influencing stakeholders and managing expectations - a “client-oriented” approach. 

Strong interpersonal skills and ability to cultivate relationships across varying levels of seniority (internally & externally).

Excellent written and verbal communication skills.

Languages

Fluency in oral and written German is a must (mother tongue or CEFR level C2).

Excellent command of English and strong drafting skills required.
