ORGANIZATIONAL CONTEXT

Through the national school feeding programme (NSFP) of Jordan, the Ministry of Education (MoE) provides school feeding to 420,000 boys and girls enrolled in 1890 public schools from kindergarten to 6th grade (age 4 to 12) in poverty pockets across Jordan and from kindergarten to 12th grade (age 4 to 17) in Syrian refugee camps.

This national programme has been active and supported by WFP since 1999 through different models and approaches. The programme continued expanding till 2016 when it reached its current format based on a high energy biscuit/date bar modality. This social safety net, which benefits Jordanian and refugee children, acts as an incentive for regular school attendance, supports the learning environment, enhances the nutrition status and contributes to building social cohesion between refugees and host communities.
In August 2020, the MoE requested WFP’s support to formulate its first National School Feeding Strategy (NSFS), which was approved in October 2021. As part of the action plan annexed to this 5-year strategy, the Government of Jordan has committed to test and compare 2 alternative models to the date bars, and to ultimately scale-up the selected option.

The future pilot models will draw on the lessons learnt from the on-going school feeding programme and will feature the following attributes in their design:  home-grown, nutrition-sensitive, community-based, light maintenance, cost-efficient and effective.

Through the NSFS action plan, the Government of Jordan has also committed to improve the targeting, the monitoring and evaluation and the evidence generation of this national programme to improve its effectiveness and its accountability. The Government has also committed to review the legal framework, the financial framework and the communication campaign of this national safety net in order to strengthen its institutional foundation.

WFP has a technical assistance Memorandum of Understanding signed with the MOE to support these various workstreams. WFP is also partnering with the World Bank to embed an impact evaluation into the new school feeding models to generate robust evidence for the Government about the effectiveness and scalability of these alternative models.

WFP is looking for a Senior Programme Associate (G7), who will lead the school feeding operation implementation.
