WFP’s Regional Bureau for the Middle East and Northern Africa (RBC), based in Cairo, Egypt, provides strategic guidance, policy/technical support and direction to WFP operations and activities in 15 countries: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Morocco, State of Palestine, Syria, Tunisia, Turkey, Yemen and Ukraine. These country offices aim to assist roughly one-third of all of WFP’s beneficiaries (approx. 30 million) in some of the most critical humanitarian emergencies of our time. RBC is also active in the ‘Changing Lives’ side of WFP’s mandate, helping national governments and local communities improve nutrition, livelihoods, school feeding, social protection, climate and disaster risk reduction and other programmes that build resilience and support development. 

ORGANIZATIONAL CONTEXT

The purpose of this assignment is to provide regional support to Country offices in implementing HR Strategy, Organizational Alignment and Strategic Workforce Planning exercises to ensure their structure and staffing composition and levels adequately meet the needs of the Country Strategic Plans.

The role will be under the overall technical guidance of the Senior Regional HR Officer and would involve co-ordination and close partnership with the CO management team.

KEY ACCOUNTABILITIES (not all-inclusive)

Contribute to the development of HR Road map for Country office in the region, monitor and report progress:

  • In partnership with CO HR, develop HR road map that is aligned and integrates CO Strategic and operations priorities along with implementation of the CO & Corporate HR priorities.
  • Do regular review of implementation of HR road map, perform gap analysis, and plan a phase-based approach of the implementation - this role will oversee and escalate challenges which could hinder the implementation and will be guided by UN/WFP corporate HR Policy and frameworks.
  • Address historical issues of the extended use of temporary contracts, identify core functions to shift from temporary contracts to longer term contracts, plan a feasible phase out and liaise with the regional and country Talent Acquisition to ensure recruitment capacity is available for the successful transition

 

Global Staff Survey Action Planning and Implementation:

  • Support the local HR teams in implementing GSS Action Plan with the engagement of CO key stakeholders, share good case practices in the Action Plan completion and a build a toolkit of recommended action items for areas of concerns
  • Design the communication and staff engagement strategy, identify stakeholders, draft communication plan and engage relevant parties on a regular basis, create and maintain the needed awareness and information with all involved stakeholders especially staff
  • Track, measure and report progress on RB GSS Action Plan implementation and share best practices from the region.
  • Track and coordinate across functions and Country Offices implementation of corporate policies and improvements, including Respect+, Speak Up!

 

Talent Management and Capability Development:

  • Create partnership with stakeholders to identify high potential/high performing talent and facilitate development opportunities by designing a simple talent management solution that is integrated with the corporate framework
  • Build capacity of the supervisors to identify and accompany development of teams
  • Utilize Strategic Workforce Planning outputs to identify the skills gaps and liaise with central resources to offer learning solutions to address those
  • Build supervisors’ capability to ensure smooth performance management (PACE) process, including implementation of the new Leadership Framework
  • Building the culture of feedback and implementing new feedback platform

 

Diversity & Inclusion:

  • Support implementation of the global diversity and inclusion strategy across RBC Region and raise awareness and create engagement on D&I.
  • Coordinate with HQ Capability Department team to identify and deliver impactful face-to- face and/or online D&I content and training

 

HR Operations:

  • Provide support on the CO HR Operational activities (recruitment, talent management, learning and development, onboarding, performance management etc) with respect to the new HR initiatives

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University Degree in Human Resources, Organizational Psychology, Organizational Development or other related field. First University degree may be accepted with additional relevant courses and/or experience. Organization Alignment and Job Evaluation training or courses is an asset.

 

Work Experience:

  • Minimum of 5 years of relevant work experience in Human Resources, with experience in change management and project management of HR Initiatives at country and regional level.​​​​​​
  • Experience within the UN agencies is an added advantage

Languages:

Fluency in spoken and written English is required. Good working knowledge of second official UN language, preferably French or Arabic would be an added advantage.
