OBJECTIVES OF THE PROGRAMME

The Mission of the WHO Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

  1. Set-up, develop, and maintain sound coordination, cooperation and collaboration systems and relationships with WHE colleagues, including country offices level.
  2. Collaborate with technical leads and other teams in the development, implementation, monitoring and reporting of the technical, operational and HR work plans
  3. Ensure proper use of designated funds to achieve results as per define indicators; underpin compliance with project management principles.
  4. Draft necessary documentation, presentation and reports required by the Director, including project requirements and plans.
  5. Manage the work of consultant(s) contracted by the Director’s office and ensure contractors are working toward established milestones.
  6. Attend meetings, coordinate relevant activities, ensure predictable follow-up on agreed action points with colleagues across different departments.
  7. Contribute to the design of logic models, performance measurement frameworks, monitoring and evaluation plans, as well as survey tools and other evaluation instruments.
  8. Draft baseline, mid-term evaluation reports and final reports.
  9. Prepare project summaries (briefs) highlighting the results of the projects, the learnings and the implications in terms of best practices.
  10. Organize or contribute to the capitalization process with the partners and stakeholders of the projects.
  11. Coordinate the analysis, consolidation and dissemination of improved information and knowledge management within the team for the purposes of monitoring and evaluation, and organizational learning and reporting.
  12. Develop flexible and innovative solutions to secure rapid funding for immediate needs; with sustainable, predictable financing for programme activities in the region
  13. Plan, design and develop concept notes and full proposals, including coordinating budget development, in response to funding opportunities

REQUIRED QUALIFICATIONS

Education

Essential: University degree in public health, health policy/planning, humanitarian affairs, development studies, international relations, management, business administration, economics, social development, social science or closely related field relevant to the position.
Desirable: Certification in project management

Experience

Essential: At least five (5) years of progressive professional experience with international exposure in project management, analysis, report writing and monitoring deliverables.
Desirable: Relevant experience with WHO/other UN agencies or INGO.

Skills

  • Proven knowledge of project design, project management and project monitoring and evaluation.
  • Demonstrated skills in the development of reports and persuasive documents.
  • Demonstrated organizational skills, high ability to organize logistics for events or conferences
  • Strong analytical skills and ability to analyse and synthesize information from multiple sources and conduct independent research.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1881 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
