Objective:

The consultant will be seconded to Fiscal Transparency and Citizen Engagement Unit at Ministry of Finance and support youth engagement activities in partnership with universities and other relevant stakeholders and the social media management of the social media platforms of the Fiscal Transparency and Citizen Engagement unit.

Overall, the Consultant will contribute to:

  • Ensuring public budget processed are more transparent with enhanced outreach to citizens, especially children, youth and women;
  • Managing the design and implementation of activities to ensure youth engagement in the budget process, SDG budgeting and promote financial literacy;
  • Supporting the ministry’s vision and strategic direction for citizen and youth engagement and linkages with transparency work.
  • Supporting and managing the strategic use of dedicated social media platforms for maximizing citizen and youth engagement in the national budget process.

Methodology:

The consultant will be embedded in the Fiscal Transparency and Citizen Engagement Unit at the Ministry of Finance and work closely with the head of the Unit, which will provide strategic guidance and supervision, in close collaboration with the SPME section.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

Under the direct supervision of the Fiscal Transparency and Citizen Engagement Unit at MoF and the Chief of the SPME, the incumbent will undertake the following tasks

  1. Support the design and implementation of youth engagement activities in partnership with universities and other relevant stakeholders
  • Work on starting the operation of participatory strategies to reach the general strategy of Egypt's Vision 2030 to reach all sects of the people for a general understanding of the state budget in it and the importance of the tax system and its benefits and returns on all spectrums of the people.
  • Support the implementation of the active citizens’ initiative with MSA University and AUC University aimed at raising the awareness about the Participatory Budgeting Initiative.
  • Extend the collaboration with other public and private universities and institutes of Egypt,
  • Develop, based on the field model piloted in the governorates of Fayoum and Alexandria on awareness and community participation in the national budget, a scale up model for all governorates, prioritizing Haya Karima geographical areas
  • Support ad hoc engagement activities in
  1. Support the design and management of Social media strategy through dedicated social media platforms of the Fiscal Transparency and Citizen Engagement unit
  • Regularly post and schedule content on MoF social media feeds.
  • Work with the Communications/PR Officers and others within MoF communications, advocacy and program teams to ensure that all content on our social media feeds aligns with organizational, and specific government strategies.
  • Work on moderating and responding to comments and interact with followers to best develop our online communities.
  • Produce regular reports on social media performance.
  • Advise colleagues and help them to develop content strategies based on previous performance reports and audience insight.
  • Develop social media strategies to expand MoF reach and impact through social media channels.
  • Identify key social influencers who we can engage with.
  • Maintain a strong knowledge of developments, innovations, and new tech in social media and identify any that may be of benefit/interest to MoF. Focusing on all social media platforms and dividing advertisements for each category and addressing them at the appropriate level of understanding for each segment, with time frames for each segment according to the level of awareness and participation
  • Work With counterparts in different government sectors/ministries to create collaborative posts/campaigns that can benefit both parties.
  • create/edit simple postcards, images, Gifs, and videos for social media use.

PAYMENT

Design and implement youth engagement activities, under in the overall programming of the fiscal transparency and citizen engagement unit of MoF, including but not limited to, online and offline youth dialogues, public budget game and financial education.

Ensure institutionalization of youth engagement and dialogue platforms within the Ministry’s communication channels both offline and virtually and through the UNICEF partnership with MoF and IBP (GIFT Network).

Support the Scale up of the Fayoum and Alexandria Model on awareness and community participation in the national budget to other selected geographical areas

Mange existing partnership and Promote and initiate new public-private sector partnerships to support the unit’s programmes for children and youth on budget transparency and engagement.

Conditions of work:

The consultant is expected to work up to 20 days per month. The consultant will be paid monthly upon submission of a monthly report and relevant deliverables.

To qualify as an advocate for every child you will have…

  • BA degree in Communications, Economics, social science studies, development studies or other relevant disciplines, with proven work experience in communication and public engagement.
  • At least 3 years’ work experience in advertising and communication, public relation and event management
  • Experience and demonstrated ability of communicating technical issues effectively and persuasively, interpreting complicated data in simplified and user-friendly presentations;
  • Experience in civic engagement and youth engagement in the public budget process (desirable)
  • Previous work experience with a government entity and/or UN or International Organization (desirable)
  • Fluency in Arabic and English is required.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
