The project titled " Comprehensive study on the effect of covid-19 on women targeted for harm reduction services and PLHIVs in positive clubs” is funded by the Global Fund’s C19RM project. The partnership with the Global Fund started with an HIV grant in 2005 to strengthen surveillance and monitoring, disseminate information about HIV, reduce HIV risk and vulnerability, and improve access to quality care and treatment which has been continuing. The COVID-19 pandemic is having a catastrophic impact on the most vulnerable communities worldwide and threatens progress against HIV, TB and malaria. Similarly, all programs have been impacted due to the shift of resources in the health sector to respond to Coronavirus outbreak therefore in 2020, the Global Fund Board approved a new response mechanism to support countries to respond to COVID-19 and mitigate the impact on programs to fight HIV, TB, malaria and systems for health. As the COVID-19 pandemic continued to have a devastating impact on global health systems and communities, the Global Fund continued its C19RM, in 2021 called C19RM-2021 which include requests for funding for three priority areas: Covid-19 control and containment interventions, Covid-19 related risk mitigation measures, Expanded reinforcement of key aspects of health and community systems. Under this mechanism Iran’s proposal with total amount of about 6 million USD was approved by the Global Fund on late August 2021 with immediate start of activities to minimize COVID impacts. The pandemic of COVID-19 affected the health service provision from many perspectives, however, the above-mentioned specialized centers for provision of services to the women target population were open and maintained their services. The collected data revealed a reduction in service use even though the service delivery centers were kept open. Although this reduction in service use could have occurred because of the transportation restrictions and lockdowns, it is important to explore the impact of the COVID-19 outbreak on services. Hence, WO is planning to conduct a study to explore the impact of COVID-19 on the above-mentioned services for women target population from different points of view. In order to improve the efficiency of the research, women centers of MOH-CDC will also be included. The findings of this research will help WO (and subsequently SIP committee as the national and multisector committee which supervises HIV programs) to employ innovative interventions to strengthen the quality of services and be prepared for potential future outbreaks and mitigate the negative consequences.

This consultancy assignment aims to fulfill the following objectives:

  1. To develop a protocol for conducting a study among service users of HIV services for the women target populations.
  2. To determine the impact of the COVID-19 Pandemic on service in centers providing HIV services to women target populations.
  3. To determine adaptations and innovative interventions to address the identified challenges and barriers.
  4. Develop appropriate recommendations to mitigate the consequences of similar potential emergencies/outbreaks.

Required Skills and Experience

Academic Background:

The Consultant should be a medical doctor, psychiatrist, Psychologist, social worker, epidemiologist, or Ph.D. in Addiction studies.

 

Experience:

Mandatory:

  • More than five years of experience in conducting research in the fields of, public health, HIV, and addiction.
  • Proven experience in writing academic, technical, and official study reports in Farsi and English.
  • Familiarity with HIV prevention services in WO and MOH.
  • Experience in conducting the harm reduction services working with HIV women target population is an asset
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database package

Desirable:

Experience in working with people who use drugs is a plus
