Due to an increase in the migration flows in Darien (border with Colombia), UNICEF has identified the need to scale up its response to continue contributing to the government's efforts to guarantee the protection of children on the move. In this regard, it is urgent to recruit a Child Protection Officer TA – P2 with a duty station in Darién, the incumbent will report to the Emergency Officer and will closely coordinate actions with the Protection Officer in Panama City. This post will also have the role of coordinating a field team and overseeing UNICEF´s Field Office.

Guided by the 2030 Agenda for Sustainable Development and the UNICEF Strategic Plan, 2018–2021, the programme addresses barriers to the full realization of children’s rights, with a focus on the most vulnerable, particularly indigenous and Afrodescendent peoples, migrants and rural populations.
The general objective of the UNICEF programme 2021-2025 is to support the Government so that, from early childhood to adolescence, opportunities are created in an equitable manner and without violence, allowing children and adolescents to grow and develop fully, with no left one behind.
The UNICEF programme for Panama will prioritize: (a) Early childhood development; (b) Adolescent development and participation; (c) Protection of children and adolescents.

The efficiency and efficacy of support provided by the Child Protection Officer to programme preparation, planning and implementation, contributes to the achievement of sustainable results to create a protective environment for children against harm and all forms of violence, and ensures their survival, development and well-being in society. Success in child protection programmes and projects in turn contributes to maintaining and enhancing the credibility and ability of UNICEF to provide programme services for mothers and children that promotes greater social equality in the country.

Advanced University degree in one of the following fields: international development, human rights, psychology, sociology, international law, or another relevant social science field. (A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.)

A minimum of two years of professional experience in social development planning and management in child protection related areas is required.
- Previous experience in Panama and knowledge of migration flows is considered an asset.
- Experience in field work and multisectoral coordination is considered an asset

Fluency in English and Spanish is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian) or other language is an asset.
Technical Skills:
- UNICEF policies and strategy to address on national and international emergency issues, particularly relating to conflicts, natural disasters, and recovery.
- Knowledge of global humanitarian issues, specifically relating to children and women, and the current UNCEF position and approaches.
- Knowledge of UN humanitarian reform principles, international humanitarian laws.
- Knowledge of the principle of gender parity and equality.
