Background

The United Nations Office on Drugs and Crime is the main UN agency in the fight against illicit drugs, crime, corruption and terrorism in line with UN Conventions and Universal Instruments. The UNODC Regional Office for South Asia (UNODC ROSA) is located in New Delhi (India) and covers six countries of the region: Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka. Under its Regional Programme for South Asia, UNODC is delivering technical assistance to South Asia under the following five sub-programmes: (1) countering transnational organized crime; (2) a comprehensive response to the drug problem (drug trafficking & drugs and health); (3) countering corruption; (4) terrorism prevention; (5) criminal justice and crime prevention.
 
UNODC’s Global Action to Prevent and Address Trafficking in Persons and the smuggling of Migrants- Asia and the Middle East (GLO.ACT) and the UNODC Regional Office for South Asia will implement activities under project GLO.ACT 
 
In order to support the implementation of GLO.ACT-Bangladesh Project, the UNODC Office in Bangladesh seeks to hire the services of a Programme Associate in Dhaka with at least 4-years’ experience of working with law enforcement agencies with specific focus on human trafficking and migrant smuggling issues as well as programme planning, monitoring and evaluation.
 
The incumbent will work under the direct supervision of the GLO.ACT-Bangladesh National Project Officer, and overall guidance of the GLO.ACT team in UNODC Headquarters in Vienna, Austria, and of the Representative/Deputy Representative, Regional Office for South Asia in New Delhi.

Duties and Responsibilities

The objective of the assignment is to assist the GLO.ACT National Programme officer, Human Trafficking and Migrant Smuggling in Bangladesh in operationalizing the development, start-up and implementation of the human trafficking and migrant smuggling-related work under the Regional Programme. Specifically, work will be aimed to assist the National Programme officer-Human Trafficking and Migrant Smuggling in achieving the following outcomes: (1) Legal, regulatory and enforcement frameworks on human trafficking and migrant smuggling enhanced; (2) Enhanced knowledge and skills within human trafficking and migrant smuggling-related law enforcement agencies; (3) human trafficking and migrant smuggling -related crime information collection, analysis and coordination improved; 4) Awareness amongst general public and civil society regarding organized crime group enhanced.
 
The Programme Associate, under the guidance of the GLO.ACT National Programme officer, Human Trafficking and Migrant Smuggling in Bangladesh will be required to work closely with the Ministry of Home Affairs, the Ministry of Law, Justice and Parliamentary Affairs and other relevant ministries, governmental departments to achieve the common goals.
 
Summary of key functions for the Programme Associate are:
  • Support the implementation of GLO.ACT Bangladesh activities at national and regional level, in accordance with the GLO.ACT workplan for Bangladesh and Theory of Change.
  • Support the monitoring of the GLO.ACT Bangladesh workplan, including follow-up activities to gather data as per the GLO.ACT Bangladesh Outcome Monitoring Tool.
  • Support the organization and coordination of administrative arrangements for workshops, trainings, and other project events as per the GLO.ACT Bangladesh workplan, including by arranging procurement of services in line with UN procurement regulations and financial rules and support quality assurance of deliverables.
  • Support the GLO.ACT-Bangladesh National Programme Officer in assessing the project performance, utilization of resources, and achievement planned targets.
  • Support the GLO.ACT-Bangladesh National Programme Officer, Human Trafficking and Migrant Smuggling in Bangladesh in preparing donor progress reports, workplans and other material to support the project implementation.
  • Support the GLO.ACT-Bangladesh National Programme Officer in developing concept notes, project document, background papers, correspondence with stakeholders, mission reports, presentations, ad-hoc reports, web stories, etc.
  • Support the revision of the workplan for Bangladesh, including accompanying budget for the timely and realistic achievement of the project objectives, and monitor expenditures as per funding agreement.
  • Support follow-up on administrative requests related to finance, procurement, travel, and recruitment. Ensure full compliance of UN rules and regulations, policies and administrative instructions.
  • Provide substantive support to the National Programme Officer, Human Trafficking and Migrant Smuggling for smooth implementation of the overall GLO.ACT Bangladesh workplan.
  • Assist in carrying out coordination with key stakeholders including government and non-government sector. 
  • Attend and contribute to project initiatives and foster the relationship with government counterparts, donor, civil society and law enforcement agencies, and other stakeholders.
  • Assist the GLO.ACT-Bangladesh National Programme Officer in the implementation of the GLO.ACT Communication and Visibility Plan for GLO.ACT Bangladesh. 
  • Perform any other duty assigned.

Smooth implementation of GLO.ACT-Bangladesh Project will result in functional impact on the overall success of the project and its achievement of targets and improve project accountability and efficiency in creating impact of the project delivery.

Required Skills and Experience

Education:
  • A Bachelor’s degree in the field of law, development studies, public administration, political science, international relations or related fields in the mentioned disciplines.
Experience:
  • A minimum of 5 years of practical experience in programme management/support as well as programme planning, monitoring and evaluation in national and/or international development organizations is required.
  • Experience of working with law enforcement agencies with specific focus on human trafficking and migrant smuggling issues is required.
  • Previous experience in development project management and implementation is required.
  • Knowledge and experience working with the Government of Bangladesh is required.
  • Work experience with UN and knowledge of UN policies, guidelines and procedures is an asset.
Language Requirements:
  • Excellent communication skills, both verbal and written, in English and Bangla.
Skills:
  • Excellent reporting and drafting skills for routine correspondence and proficiency in related computer skills (Excel, Word, PowerPoint, Outlook).
