The Business Development (BD) Specialist is responsible for supporting business and proposal development initiatives under the direction of the Senior Business Development Manager. The BD Specialist bears principal responsibility for ensuring that recruitment strategies are aligned with the business needs. In addition, the BD Specialist supports the overall development of proposals assigned to him/her, including conducting research to inform technical approaches; identifying and convening experts to draft proposals; recruiting qualified local and international candidates and organizations; assisting in the writing, editing, and reviewing of proposal drafts and sections; and assembling compliance documents (e.g., institutional capacity, candidate CVs, cost information, etc.). As appropriate, the BD Specialist will also coordinate with the Communications Team to ensure the proper formatting of proposals, capacity statements, and other BD materials. The ideal candidate will have a successful history of working on new business efforts in international development with USAID, State Department, and/or other multilateral and bilateral donors. The position will report to the Senior Business Development Manager.

Essential Job Functions and Responsibilities

The BD Specialist is responsible for supporting the overall development of proposals assigned to him/her. Specific tasks include, but are not limited to, the following:

•Track and monitor new business opportunities; maintain pipeline of upcoming solicitations

•Maintain business development related data and track proposals in process

•Coordinate the proposal development process for assigned opportunities, including contributing to writing and editing

•Support recruitment efforts for proposals, including the preparation of resumes, key qualifications, and personnel sections for inclusion in proposals. This may include the recruitment of consultants to help develop proposals.

•Manage ABA ROLI’s relationship to sub-contractors (identify potential sub-contractors; negotiate with subs regarding their proposed role(s); collect required paperwork from subs for inclusion in proposals)

•Obtain necessary research and reference materials for proposals and conduct research as required

•Participate in ABA ROLI capture efforts (recruiting candidates, conducting meetings with potential organizations as needed, identifying a competitive edge for a compelling, responsive, and high-quality responses to solicitations)

•Write sections of proposals as assigned, including institutional capacity and experience, management plans, personnel sections, and various annexes; contribute to cost proposals as needed

•Edit proposals and other ABA ROLI documents and ensure formatting of proposal documentation adheres to ABA ROLI style

•Conduct compliance checks of proposals to ensure they meet RFP requirements

•Develop a clear understanding of ABA ROLI’s current project portfolio and staff and firm capabilities and communicate to potential consultants and clients

Performs other related duties as required.

Required Education, Qualifications, Experience

•Bachelor’s degree.

•Demonstrated experience supporting business and proposal development initiatives. Prior experience working on funding proposals for USAID, State Department, and/or other multilateral/bilateral donors preferred.

•Minimum of three years program support, program management, or business development experience.

•Substantive experience coordinating proposals.

•Excellent knowledge of MS Word and Excel.

•Strong project management, analytical and time management skills; highly organized and detail oriented.

•Outstanding communication skills verbally and in writing.

•Ability to travel overseas on a short notice and work long hours during proposal preparation as needed

Preferred Education, Qualifications, Experience

International program experience preferred.
