Organizational Setting
The Partnerships and UN Collaboration Division (PSU) of FAO is responsible for coordinating and overseeing the identification, strengthening and stewardship of strategic partnerships with UN organizations and non-state actors (NSAs) including parliamentarians, civil society, academia and research institutions, family farmers' and Indigenous Peoples' organizations. The Division leads FAO's engagement in the UN Development System, develops capacities, fosters dialogues, scales up programmes, and advocates for FAO's corporate positions in support of the FAO Strategic Framework and the Sustainable Development Goals (SDGs). It ensures that multi-stakeholder processes and strategic interventions globally and locally are an integral part of FAO's work and provides targeted support for successful collaboration with NSAs and UN organizations.

The Division has the lead responsibility for the promotion of the CFS Principles for Responsible Investment in Agriculture and Food Systems (CFS RAI) and the implementation of the Food Coalition, the UN Decade of Family Farming (2019-2028) and the FAO Policy on Indigenous Peoples. It is also in charge of FAO's e-learning programmes and access to scientific and technical data through knowledge platforms and enhanced information policies and standards, to promote and facilitate knowledge sharing on sustainable food security and nutrition among various stakeholders.
In FAO, the Indigenous Peoples Unit (PSUI) within PSU provides technical support on Indigenous Peoples, serves as the corporate focal point to ensure the implementation of the FAO Policy on Indigenous Peoples at regional and country level, advocates key policy processes and opens spaces of dialogue between Members, decision makers and Indigenous Peoples within FAO's mandate of work. PSUI works with Indigenous Peoples towards achieving FAO's mandate of freeing the world from hunger and malnutrition, under the overarching frameworks of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) and the FAO Policy on Indigenous Peoples. PSUI also supervises the implementation of Free, Prior and Informed Consent (FPIC) in FAO projects and programmes.
The post is located in the PSU Indigenous Peoples Unit (PSUI) in the Partnerships and UN Collaboration Division (PSU) at FAO headquarters in Rome, Italy.

Reporting Lines
The Senior Advocacy Officer (Indigenous Peoples) reports to the Director of the Partnerships and UN Collaboration Division (PSU).

Technical Focus
Lead strategic contributions to the implementation of UN Sustainable Development Goals as well as FAO Policy on Indigenous Peoples.

Key Results
Lead the implementation of FAO's organizational strategy on collaborating with strategic stakeholders (non-state actors) to accomplish FAO's mandate.

Key Functions
• Leads multi-disciplinary team(s), leads and/or participates in teams/committees, leads and/or participates in organization-wide committees and represents FAO at inter-agency meetings;
• Provides support to staff at headquarters (HQ) and in the Decentralized Offices (DOs) on the use of corporate requirements related to partnerships and on managing relations with non-state actors and multi-stakeholder partnerships;
• Identifies and implements strategic advocacy and partnerships to implement the PSU Indigenous Peoples Unit's work plan and develops effective working relationships/consensus and agreements with international and national stakeholders to promote high level policy dialogues on Indegenous Peoples;
• Provides technical guidance and advice to resource partners involved in the process of upgrading their Free Prior and Informed Consent (FPIC) policies and procedures;
• Provides oversight of screening and monitoring mechanisms for FAO's pipeline and ongoing programmes to ensure that these projects and programmes comply with the principles of FAO's Environmental and Social Safeguard and the requisites of Free Prior and Informed Consent;
• Represents FAO as lead or participant at UN inter-agency meetings and other multi-disciplinary team(s) and corporate level committees;
• Leads and/or participates in resource mobilization activities in accordance with the Corporate Strategy;
• Plans, organizes and participates in capacity development activities;
• Performs other relevant duties as required.

Specific Functions
• Leads the different pillars of FAO's work plan with Indigenous Peoples to ensure the implementation of the FAO Policy on Indigenous Peoples;
• Advocates within FAO to ensure that Indigenous Peoples' issues are properly addressed in its projects and publications, where appropriate;
• Provides technical advice to FAO task forces and statutory bodies (e.g. FAO Committee on Fisheries, Committee on Agriculture, Committee on Forestry) as well as on FAO publications on Indigenous Peoples' issues, including - but not limited to - Indigenous Peoples' Food Systems, traditional knowledge and biocentric restoration, indigenous women, indigenous youth, collective rights and food security;
• Follows the FAO Programme and Project Review Committee (PPRC) on criterion 2.3 (Indigenous Peoples) for PSU and provides technical guidance to regional focal points on Free, Prior and Informed Consent (FPIC) to support the alignment of FAO with FPIC and the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) in FAO projects and programmes;
• Provides technical advice to and facilitates various global mechanisms on Indigenous Peoples and Indigenous Peoples' Food Systems;
• Leads relevant FAO initiatives with FAO Members, stakeholders and donors, such as the group of friends, the Coalition on Indigenous Peoples Food Systems and the FPIC donor task force;
• Strategically engages with different stakeholders such as governments, UN organizations, CSOs and Indigenous Peoples to advance global agendas for Indigenous Peoples and Indigenous Peoples' Food Systems;
• Participates in evaluations on Sustainable Development Goals (SDGs) and technical areas of work to asses the involvement of Indigenous Peoples, coordinates the reporting of FAO's work on Indigenous Peoples to other UN organizations, Members and partners and monitors FAO's implementation of the UN System-Wide Action Plan (UNSWAP) on Indigenous Peoples;
• Coordinates the Global Hub on Indigenous Peoples' Food Systems and develops and maintains networks of peers in other UN organizations, universities, research centres, organizations, institutions and partners relevant to Indigenous Peoples;
• Provides technical support/analysis to evaluations, assessments, studies and initiatives that require FPIC;
• Leads and/or participates in resource mobilization activities in accordance with the Corporate Strategy.

Minimum Requirements
• Advanced university degree in agricultural science, rural development, political science, international cooperation for development, economics or a field related to FAO's mandate;
• Ten years of relevant experience in international cooperation, advocacy, partnerships, project and programme management and/or multi-stakeholder processes;
• Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).
