ICT Assistant (G5)

Background:

The incumbent is the ICT Assistant in the OSCE Programme Office in Bishkek (POiB) who is to provide IT support to the PC users. The incumbent is also to provide full possible support in maintaining communication services and communication infrastructure. The incumbent shall report to the National ICT Officer (NICTO).


Tasks and Responsibilities:

Under the overall supervision of the NICTO, the successful candidate will be tasked with the following duties:

  1. Acts as first point of contact for day-to-day activities related to ICT. In coordination with Senior ICT Assistant responds to requests for assistance from users. Maintains accurate log entries of requests with fault details and solutions. If necessary, searches documentation and previous requests for assistance on related topics to find solution the most effective way. Visits staff offices for verification and solving of problems;
  2. In coordination with Senior ICT Assistant tests new software and hardware products; prior to installation for users. Configures and install new computers and networks in the LAN environment and redistribute existing equipment. This includes configuration of Windows workstations, LAN printers, scanners, etc. Performs workstation testing after deployment at end-user workspace; briefs user on basic operation and handling. Ensures smooth operation, maintenance, upgrade, and repair of the Mission ICT equipment;
  3. Manages proper configuration of file/print servers of the office. In case of technical irregularities ensures repair of the servers and troubleshooting. Regularly performs back-up of the Mission servers, ensure all data is stored in reserve. Conducts periodic recovery test. Assists users with restoring of documents from backups and archives. Assists users in organizing video/voice conferences connection;
  4. Assists, advises and trains mission members in using all installed PC applications. Performs short training sessions on the use of satellite and radio equipment if necessary;
  5. Registers end-users in the file/print server of the office, maintains and supports their profiles, and coordinates with Central ICT Service Desk in Secretariat to create users account for corporate applications;
  6. Checks and arranges proper maintenance of satellite and radio communication equipment; Maintains ICT equipment pools, ensuring and tracking equipment handover;
  7. Performs other duties as required.

Necessary Qualifications:

  1. Secondary education or technical school combined with formal professional training in IT and communication technologies. MCP (Microsoft Certified Professional) Certification in one of the one of the following areas: MCDST, MCSA or Microsoft Office Specialist is a strong asset. Any other Microsoft Certifications can be also considered;
  2. Minimum 4 years Help Desk or Network Administration experience within an ISP or Internet company;
  3. For vacant positions in the General Service category, a first-level university degree in a relevant field may be considered as a substitute for one year of working experience, an advanced university degree for two years of working experience;
  4. Established working knowledge of the following operating systems/applications: Windows 2008/2012 server, Windows 7 (Unix/Linux experience is a plus), MS Office; and of major networking components, network operating systems and basic computer hardware components;
  5. Hands on knowledge of the procedures used in the installation, modification maintenance and repair of IT hardware and software troubleshooting;
  6. Working knowledge of basic Internet technologies e.g. TCP/IP, FTP etc.;
  7. Knowledge or familiarity with satellite and radio communication equipment;
  8. Good written and oral communication skills in English, Russian and Kyrgyz languages;;
  9. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  10. Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  11. Holding a valid driving license.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions is 899.66 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
