BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The incumbent will be responsible for TEC services in the country, maintaining a strong relationship with the Country Office Management to ensure TEC are consulted to inform strategic decisions aligned to the Country Strategic Plans. Acts as the conduit between Global / Regional TEC and the country to drive a digital TEC enabled operation. The CO TEC Lead will be focused on improving the value of technology in the Country Office, in alignment with WFP’s digital strategy. Through working with our internal clients, building strong relationships with senior management and key stakeholders, continual service improvements and mainstreaming of innovations, the shift to a new digital landscape supports our operational requirements.

The incumbent will also support the WFP Country Office with the technical operations and ongoing support for Digital solutions, specifically the SCOPE Beneficiary Information Management system, in the field.

 

 

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the overall guidance of the WFP ROC Country Director, the Consultant will be based in the WFP's Country Office in Brazzaville, Republic of Congo, heading the CO IT team. The Consultant will take a leadership role in advising on, managing, and IT activities, including:

  • Build and nurture relationships with the business counterparts to understand and anticipate the direction of the business and ensure alignment of provider’s solutions with changing business requirements and priorities.
  • Maintain engagement with the business throughout the development, deployment and implementation processes, ensuring that they are informed of progress and outstanding actions.
  • Participate in Country Office strategic planning and operational decisions to advocate for results and outcomes that are aligned with WFP corporate policies, standards and strategy.
  • Review Country Office programme documents (e.g., submitted for Strategic Programme Review and Country Strategic Plans process), providing inputs to incorporate and strengthen Digital Assistance Services (DAS) components.
  • Set standards for Country Office assistance strategy through effective application of Digital Services (DS).
  • Propose change and continuous operational improvement that supports business capabilities, by defining needs, modelling the business, and recommending solutions that deliver value for business priorities.
  • Keep abreast of both Technology standards and WFP’s strategic direction to identify new initiatives, provide guidance on Technology options, and adopt best practices to support the Country Office Strategic Plan.
  • Drive a culture where consistent data are effectively used to take decision and drive the implementation of WFP IT innovative solutions.
  • Provide regular reports and updates to the Senior Management team and Country Office units via operational meetings.
  • Coordinate with Government focal points and represent WFP at key meetings and conferences.
  • Ensure effective coordination with other UN agencies to align activities and maximize possibilities of inter-agency collaboration in the field of IT/TC.
  • Maintain effective partnerships with colleagues and external partners, to foster information exchange and support to meet service requirements.
  • Contribute to emergency preparedness and contingency planning, providing technical recommendations and monitoring the management of risks, so that WFP can maintain basic IT services and/or quickly respond and deploy resources to affected areas at the onset of a crisis
  • Manage and motivate a team of staff, monitoring performance, providing coaching, training, and guidance to ensure appropriate development and enable high performance.

SPECIFIC QUALIFICATIONS & EXPERIENCE REQUIRED:

Education

  • Advanced university degree in business management, computer science, telecommunications engineering or social sciences, or First University degree with additional years of related work experience or trainings/courses.

Experience

  • Five years or more of postgraduate progressively responsible professional experience in IT with an interest in international humanitarian development.
  • Experience of delivering IT services that align an organisation’s vision, mission, objectives, strategy, business, and user needs.
  • Has managed large projects requiring innovative recommendations and approaches.
  • Has built strong relationships with internal and external partners to identify key business issues and identify new/improved IT solutions and services.
  • Has shown to be consistent, data driven and agile during urgent situations.
  • Has shown to be open to challenges and to share experience and knowledge with team members and colleagues.
  • Has shown to be a change agent and take decision based on effective data analysis and user-centric approach.

 

Knowledge & Skills:

  • Solid leadership in managing and developing operational teams and managed service providers in delivering and supporting IT services across all lines of business.
  • Excellent oral and written communication skills, including the ability to explain technology solutions to non-technical colleagues, establish rapport and persuade others.
  • Ability to lead and coach a highly effective team.
  • Sound experience in IT Operations.
  • Strong Business Engagement ability. 
  • Strong collaboration skills, working cross-functionally within the Technology Division as well as convening cross-functional stakeholders to work together.

 

 

Languages:

Advanced knowledge of both English and French (proficiency/level C) is required
