OBJECTIVES OF THE PROGRAMME

The Division of Country Health Programmes (CHP) assists country efforts to reducethe burden of non-communicable and communicable diseases and address the social, economic and environmental determinants of health, and promotes policies and actions for health through stewardship of the WHO European Healthy Cities Network. It focuses on health promotion measures; prevention and control of noncommunicable diseases, including cancers, cardiovascular diseases, chronic respiratory diseases and diabetes, and risks related to tobacco use, physical inactivity, unhealthy diet, and the harmful use of alcohol; communicable diseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne and neglected tropical diseases; elimination and control of vaccine-preventable diseases and advocacy for increased use of vaccines;containing and controlling antimicrobial resistance; addressing existing and emerging environmental health risks, and supporting violence and injury prevention. A determination to ensure universal access to people-centred quality health services across the continuum of care is matched by enriching the evidence base for policy design and interventions using social, cultural and behavioural approaches, to drive implementation of innovation at national, regional and local levels.The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 13th General Programme of Work with its 3 prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO's mandate revolves around six core functions: (i) providing Global Health leadership; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.

The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level and to implement the European Programme of Work 2020-2025 -“United Action for Better Health in Europe” which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizens' expectations about health. WHO at country level delivers this through practical, actionable and country focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavour; This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding workplan. The WHO Country Office maintains good working relations and ensures information exchange between the country and WHO, policy and strategic guidance on Health issues to all national and international partners in the country, provision of direct technical expertise when needed and aims at more community engagement and participation, and to promote health equity. The EU4 Moldova Project supports the health response to the COVID-crisis project aims at achieving tangible results for the benefit of people in the Republic of Moldova by supporting to mitigate the impact of the COVID-19 outbreak in Moldova and contributing towards longer-term resilience of its health system. The project is characterised by two specific objectives (SO), namely: 1/. SO 1: Strengthening the national capacity to respond to the COVID-19 public health emergency; 2/. SO 2: Strengthening the management of essential health services delivery and their resilience. The project commencement date was 16 December 2020 with duration of 40 months and a designated project implementation team at country project.

DESCRIPTION OF DUTIES

Within the framework of the BCA (Biennial Collaborative Agreement), the incumbent will provide specific technical expertise for the implementation of the project activities related to NCDs and CDs risk factors, The technical assistance is provided within the framework of EU COVID-19 Recovery support Programme for the Eastern Partnership.

Key Duties:

Provide technical and managerial support to the WHO CO Team, facilitating the development and the implementation of the project activities related to NCDs and CDs risk factors, under the WHO-EUD collaborative program EU4 Moldova and supporting the monitoring and evaluation of related activities.

Provide technical assistance and support for the development and adaptation to the country context of the WHO's normative work for the prevention and control of NCDs and CDs (including the production and/or adaptation of reports, guidelines, SOPs.).

Liaise and coordinate with concerned technical units/departments of Ministry of Health, Labor and Social Protection, National Public Health Agency, National Programs related to CDs and NCDs prevention and control, Government of Moldova, and WHO/HQ and with donor and development partners (EUD, UN andbilateral) to harmonize recommendations on policies and strategies related toCDs, NCDs,.

Promote the generation of evidence on CDs and NCDs and contribute to informed policy level decisions by government and provide cutting edge policy advice.

Advise in advocacy on universal health coverage for CDs and NCDs to stakeholders and foster development of models on integrated service delivery for CDs and NCDs at ground level.

Support the scale-up and effective implementation of EPW13 and GPW in the Republic of Moldova.Strengthen capacity for surveillance of CD and NCD risk factors, as well as burden of disease estimation.

Enhance convergence and integration of programs and service delivery across NCDs, Communicable Diseases and other pertinent services.

Contribute to the training and capacity building in CD and NCD prevention and service delivery during emergencies.

Support MoHLSP in scaling-up mobile based interventions for CDs and NCDs in coherence with the National Programs and WHO guidelines and recommendations.

Develop and process the awarding and effective implementation of technical contracts with relevant implementing partners.Technically review contractual proposals, make recommendations to the supervisor regarding WHO's support.

Support information brokering/exchange function of WHO CO Moldova through contributions to the health information repository at the national level by collation, analysis and sharing of relevant health information and statistics.

Prepare administrative and technical reports and undertake any other tasks as may be assigned by the supervisors.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor'slevel) in a health science such as medicine, health services organization, health system strengthening, health policy, pharmacy, nursing, midwifery or a related area of studies.
Desirable: Additional post-graduate qualification or specialization in any of the above fields;

Experience

Essential: At least 2 years of relevant professional experience in Non-Communicable diseases and / or Communicable diseases. Demonstrated experience implementing health related programmes.
Desirable: Experience within health systems management authority or within a national health agency. Relevant experience within WHO, the United Nations or other international organizations.

Skills

Demonstrated knowledge of the political, social and health systems context at country level. Ability to workwithin significant uncertainties, as well as availability for frequent operational travel around the country. Strong skills in data management and analysis for reporting. Strong computer skills (word processing, Excel spreadsheet, PowerPoint presentations. Strong oral and written communication skills, including report writing. Ability to work comfortably in a fast-paced environment. Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

Remuneration comprises an annual base salary starting at MDL 525,215 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
