The availability and quality of Trade-in-Services statistics in many developing countries and regions around the world is poor. As economies develop and their reliance on traded services increases, the paucity of services data is increasingly problematic for policy makers and trade negotiators.

The 'Union Economique et Monétaire Ouest Africaine' (UEMOA) has identified this paucity of data as a problem.
In this context, UNCTAD is working with the Statistical Commission of UEMOA, on a joint project (Convention), formally titled 'Projet pour la mise en place des statistiques du commerce international des services' or Strengthening Statistics on International Trade-in-Services. The project started on February 2013.

The aim of this project is to develop statistics on internationally trade-in-services (SITS) for the eight countries Benin, Burkina Faso, Cote d’Ivoire, Guinea-Bissau, Mali, Niger, Senegal and Togo, as following: develop a harmonized questionnaire and an IT system to process, clean, aggregate and disseminate national and regional Trade-in-Services statistics.

To continue collaboration between UNCTAD and UEMOA after the convention. UNCTAD (DSIB) and UEMOA will support countries with TSSTAT deployment, training, as well as running another possible full survey, and publish and update the trade-in-services statistics. Countries will use the TSSTAT production system to inform governments and the UEMOA commission and start releasing these statistics to the public.

In the context of the UNCTAD/UEMOA convention and beyond, the IT expert will examine the artifacts and the behavior of the TSSTAT software under test by validation and verification. The objective is to detect software failures so that defects may be corrected.

Under the supervision of (function/title of the project officer the Individual contractor will be responsible for:


1.Analyze the TSSTAT application requirements for completeness and correctness by reviewing functional and technical specifications

2.Executing the TSSTAT application with the intent of examining behavior by using a test dataset as well as the expected results for each function described.

3.Regularly update DSIB on work progress

Academic Qualifications: A Master degree in IT software engineering.
Experience: At least 5 years of experience in information systems design, software development, technical writing, or related area and experience in designing successful user interfaces, or related area. with 3 years of experience in MS SQL, Spring Boot and Angular. Ability to design computer application systems and complex databases (including the preparation of the corresponding technical specifications) is desirable.
Language: Fluency written and oral in French is required. Good knowledge of English is desirable.
