Background:

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

Please note that this is a maternity leave replacement until 31 December 2022, with a possibility for short-term extension.


Tasks and Responsibilities:

Under the overall supervision of the Human Rights Officer, the successful candidate will be tasked with the following duties:

  1. Developing and drafting proposals, monitoring implementation and managing budgetary matters for projects sponsored by the Human Rights Unit aimed at promotion of women rights and their full participation in public and political life. Moreover, receiving analyses, summarizing and translating them into relevant languages (English, Russian or Tajik);
  2. Shifting through various proposed projects or components of complex projects and selecting the most appropriate and promising ones. Having made such selections, he/she proposing the selected projects/components to be approved by the supervisor;
  3. Visiting frequently the project sites and providing regular guidance and coaching to implementing partners and facilitating networking and sharing of experiences among them and with the local government authorities;
  4. Facilitating cooperation, developing and maintaining effective contacts with state and non-state partners. He/she will be conducting meetings with relevant interlocutors, attending events, and, if requested, representing the Human Rights Unit and the Mission at meetings with representatives of local authorities, international organizations and NGOs on gender equality, non-discrimination and promotion of men’s and women’s equal rights to participate in political and public life;
  5. Cooperating with the Gender Unit in Vienna, the Organization for Democratic Institutions and Human Rights (ODIHR) as well as other OSCE Missions on related issues, including participation at regional meetings;
  6. Reporting, communicating and consulting with the Human Rights Officer concerning activities related to gender equality, non-discrimination and promotion of men’s and women’s equal rights to participate in political and public life;
  7. Raising public awareness and fostering capacity-building among state and non-state partners on women rights and women’s full participation in public and political life, preparing and delivering trainings and other capacity building activities. Assisting in preparing roundtables, seminars and participating in different events where OSCE presence is required;
  8. Contributing to research, examining OSCE commitments and participating in drafting reports on identified gaps observed in the national system with regards to men’s and women’s equal rights to  participate in public and political life, with the involvement of women, youth and civil society and   facilitating the implementation and following up with domestic and international partners;
  9. Fostering capacity-building for relevant state and non-state partners by organizing ad hoc training and seminars and by assisting them in the implementation of projects as well as in promotion the implementation of international guidelines and recommendations activities relating to gender equality, non-discrimination and promotion of men’s and women’s equal rights to participate in political and public life with the involvement of women, youth and civil society;
  10. Translating documents and written correspondence with local authorities, international organizations, representatives of the local NGOs, as well as interpreting oral communications in the course of performing the assigned tasks and responsibilities;
  11. Coordinating the work with the Programme Assistant;
  12. Performing other duties as assigned.

Necessary Qualifications:

  • University degree in social, political sciences, law, gender studies or other relevant education; 
  • Minimum two years office experience in an administrative set up or political, local or international institution, including experience with management of development projects;
  • Previous working experience on gender issues and/or relevant human rights issues with established practical experience in drafting reports, project proposals, budget, conducting research and analyses;
  • Previous experience as a trainer would be an asset; 
  • Translation experience;
  • Previous experience in working with political parties, youth and civil society;
  • Demonstrated ability and willingness to work as a member of a team, with people of different nationalities, cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Excellent knowledge and understanding of current situation in Tajikistan;
  • Practical experience in record keeping and processing of information; 
  • Good networking, communication and public relations skills, mediation and diplomacy/tact in all dealings;
  • Computer literate with practical experience in window and Microsoft applications;
  • Ability to work under pressure and travel frequently on short notice a must.
    Professional fluency in English with excellent communication (both oral and written) skills; professional fluency in Russian would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.


Remuneration Package:

Monthly remuneration, subject to social security deductions, is 1,165.83 EUR. Social benefits will include participation in the medical insurance scheme.
