General Background of Project

Somalia Country Office:

Somalia is amid major new political and security developments that will offer a greater possibility for peace and security than the country has seen in over 20 years. The Federal Government of Somalia (FGS), established in 2012, and international community have driven a process of rebuilding of functioning government institutions and processes through Somalia’s peacebuilding and state-building priorities under the Somali Compact (2013-2016), based on the Busan “New Deal for Engagement in Fragile States” agreement. The Somalia National Development Plan (2017-2019), builds on this foundation laid by the Compact and sets the priorities for national recovery and development in full collaboration with national and regional governments.  A landmark electoral process in late 2016 and early 2017 resulted in a peaceful transfer of power to a new President and government, in place since February and March 2017 respectively. The government has set out an ambitious agenda for its term (the period to 2021).  At the London Somalia Conference in May 2017, a Security Pact was agreed by Somalia and the international community, which will allow for sustainable, long-term security based on mutual accountability.

UNOPS has had a solid in country presence in Somalia since 1994 implementing a wide range of projects and has contributed to the above development priorities of the country.

Background Information - Job Specific:

Support from the International Community in strengthening the Somali National Army (SNA) began over a decade ago. Since 2010, the EU contributes through a military Common Security and Defense Policy (CSDP) mission to the training of the SNA. It is part of the EU’s long-term strategy to enable Somali forces to assume gradually their security responsibilities and to facilitate AMISOM’s drawdown. The projects seek to address the installation of tented barracks as well as procurement of essential non-lethal military equipment. With the addition of tented barracks, the Somali military will be better equipped to maintain a stable force of soldiers on the ground in acceptable living conditions which decreases the time spent off base and as a result is conducive to creating a safer and more secure environment in the surrounding area. It is also indispensable for expanding the FGS’s control over the Somali territory. For the country as a whole, the transition of security responsibility from AMISOM to the Somali Security Forces (SSF) will be challenging. As AMISOM gradually withdraws its forces from the country, and SNA gains more ground, the establishment of a well-equipped and capacitated SNA will go a long way in meeting the objectives of the Transition Plan".

Functional Responsibilities

Under the direct supervision of the Senior Project Manager, the Deputy Project Manager (Infrastructure) will be responsible for the day-to-day operations of the project(s) and provides services to the different donors, partners and beneficiaries. S/he is expected to meet and exceed the organizations performance and delivery goals.

The Deputy Project Manager is responsible to produce/read the project initiation documents (PID), Legal Agreement and have a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders to ensure the project(s) products are capable of meeting the business cases for both UNOPS and the client. The Deputy Project Manager is responsible for all aspects of the project infrastructure life cycle. S/he must be able to apply, independently, the below duties and responsibilities of the project success criteria:

1. Stakeholder Management: 
  • In consultation with the Senior Project Manager, establish solid working relationship with the project board (Executive, Senior Users and Senior Suppliers), client and key stakeholders
  • Manage communications and ensure stakeholders are aware of project activities, progress, exceptions and are in a position to accept handover products
  • Report and advise the Senior Project Manager  and the client on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance)
2. Delivery and Performance:
  • Implement approved project plans (including the establishment of milestones) within the set tolerances
  • Develop, complete and update implementation plan(s) for infrastructure components.
  • Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into project life cycle.
  • Manage the production of the required products, taking responsibility for overall progress and use of resources and initiating corrective action where necessary
  • Lead the timely and cost-effective implementation of the infrastructure products according to UNOPS goals and partner expectations, approved budget and full cost recovery.
  • Authorize Work Packages
  • Advise the Senior Project Manager of any deviations from the plan
  • Identify, and anticipate in a timely manner, potential risks and issues and advise mitigating measures to the Senior Project Manager and Head of Programme so that maximum benefit to partner(s) and other stakeholders is achieved.
  • Ensure that quality of infrastructure products comply with the quality requirements defined in the Implementation Plan.
  • Act as the Employer’s Representative within the FIDIC works contracts.
  • Liaise with any external suppliers or account managers.
  • Monitor project progress ensuring that work packages are being executed properly.
  • Control project and work packages changes.
  • Lead contract management duties including supplier performance evaluation and accept works delivered by suppliers.
  • Manage and review product quality and ensure products are accepted
  • Monitor and evaluate performance of service providers
  • Identify and report potential demand for UNOPS services to the Senior Project Manager. 
3. Procedures:
  • Follow the Project Management Cycle Instructions and ensure that all organizational policy is compiled with (Organizational Directives and Administrative Instructions)
  • Ensure preparation and maintenance of all project planning, monitoring and reporting requirements.
  • Ensure that all expenditure comply with UNOPS Financial Rules and Regulations (FRR).
  • Manage construction budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time.
  • Understand and manage UNOPS overheads, allocable charges, and related corporate charges as they apply to the project
  • Understand the unique structures of the UN and budget appropriately for personnel
  • Manage and remain accountable for expenditures against the budget (based on accurate financial reports)
  • Manage infrastructure resources in accordance with UNOPS standards of ethics, integrity and accountability framework and financial sustainability.
  • Draft the requirements definitions for procurement processes of infrastructure products. Taking part in technical evaluation committees, if appointed to the evaluation team.
  • Ensure maintenance of the project files and lessons learned are recorded.
  • Actively contribute to the implementation of financial control mechanisms as they relate to the delivery of infrastructure products, in conformity with UNOPS rules and regulations.
  • Manage expenditures for infrastructure products against the budget (based on accurate financial reports).
  • Support project audit activities, including planning, preparation and coordination during the audits and follow up on audit observations/recommendations.
4. Knowledge Management:
  • Participate in the relevant Communities of Practice

  • Actively interact with other PMs and the PM community to share case studies, lessons learned and best practice on the Knowledge System, especially with UNOPS Infra PMs.

  • Complete lessons learned as per reporting format

  • Keep abreast of and incorporate latest/best practices, approaches and technology in the infrastructure space to enhance the infrastructure portfolio delivery and results.

  • Provide feedback to Practice Groups on policy or supporting guidance in the area of expertise to align operations with changing environments with an aim towards continuous improvement of UNOPS policies.

  • Lead the planning, implementation and organization of infrastructure-related capacity building of personnel, clients and stakeholders within the infrastructure portfolio of projects.

  • Promote application of best practices in design development, design management, design review, construction management, works supervision, contract management (FIDIC), change control, quality management, health and safety and environment, and other infrastructure related areas of expertise, ensuring incorporation of best practice of infrastructure project management processes.

  • Contribute to the oversight of lessons learned procedures, ensuring that case studies, lessons learned and best practices are shared and institutionalized for corporate development planning and knowledge building.

5. Personnel Management:
  • Lead and motivate the project management team

  • Ensure that behavioural expectations of team members are established

  • Ensure that performance reviews are conducted

  • Identify relevant performance issues and bring to the attention of the Senior Project Manager 

  • Have a thorough understanding of UNOPS personnel contract modalities (including IICA, LICA and CTG Consultants)

  • Promote teamwork, collaboration and diversity; providing clear direction, shared objectives and guidance to perform their duties responsibly, effectively and efficiently.

  • Plan, recruit, manage and train the team as required, promoting best practices in infrastructure implementation, talent management and career path development.

  • Take into account gender parity and diversity objectives.

  • Create, foster and role model a culture of respect and zero tolerance for discrimination, abuse of authority, harassment, sexual harassment and sexual exploitation and abuse.

  • Ensure accountability for own actions and perform duties in accordance with protection mechanisms and action plans, as expected by UNOPS policies, standards and commitments.

  • Support the Senior Project Manager to identify necessary resources to successfully deliver infrastructure products.

  • Perform Project Support role, unless appointed to another person or corporate/programme function

  • Ensure safety and security for all personnel and comply with UNDSS standards.


6. Monitoring and Progress Controls:

  • Ensure that the project(s) produces the required products within the specified tolerance of time, cost, quality, scope, risk and benefits. 
  • The Deputy Project Manager is also responsible for the project producing a result capable of achieving the benefits to the satisfaction of UNOPS and the Client. Contribute to the overall business targets and needs.

7. Risk Management, Oversight and Quality assurance:

  • Identify and anticipate potential risks and issues related to the delivery of infrastructure products and advise on appropriate responses to mitigate risks and/or keep projects on track.
  • Escalate critical issues / risks to the Senior Project Manager and partners so that maximum benefit to partner(s) and other stakeholders is achieved.
  • Lead the development and implementation of a comprehensive quality management strategy for infrastructure products (including business cases/strategies, projects plans, risk assessments and infrastructure-related documents such as site assessments, design package, contract management and works supervision documentation, as-build design, testing and commissioning reports, change orders, completion and handover certificate, etc.)
  • Ensure document and knowledge management diaries and progress reports as required by the organization’s standard procedures.
  • Establish performance management tools for tracking progress and quality of infrastructure products.
  • Provide routine oversight, track delivery progress and projects status, evaluate performance criteria (scope, cost, schedule and quality), assist with and analysis of delivery data within the dashboard system.
  • Work with the Programme Management Office (PMO) to establish quality management system that takes into consideration segregation of role.
  • Provide technical advice and support to project teams, partners, beneficiaries across the multi-country office.

Impact of Results:

The effective and successful achievement of results by the Deputy Project Manager (Infrastructure) directly impacts the efficient and effective management of financial resources in projects and operations, demonstrating UNOPS’ effective stewardship of donor and partner funds. He/she is also responsible for the project producing a result within the specified tolerance of time, cost, quality, scope and risk capable of achieving the benefits defined in the Business case/s contributing to the overall business targets and needs. These promote the credibility of the organization as an effective service provider in project services and management.

Education/Experience/Language requirements

Qualifications and Experience:

A.  Education
  • Master’s Degree  in Architecture, Civil Engineering, Project Management, or other relevant discipline is required.
  • Bachelor’s Degree in  Architecture, Civil Engineering, Project Management, or other relevant discipline with a combination of  an additional two (2) years of relevant professional experience in may be accepted in lieu of the advanced university degree
  • Technical/professional Diploma, in relevant discipline, in combination of an additional four (4) years of experience, may be accepted in lieu of Advanced University Degree.

Certifications

  • PRINCE2® Practitioner Certification is an asset. 
  • Managing Successful Project (MSP) Practitioner Certification is an asset.

B. Work Experience

  • A minimum of five (5) years’ relevant work experience in Project Management (Infrastructure) including the major areas such as: Budget management, Construction Management and OR Monitoring & Evaluation with an International Organization experience in an international level is required.
  • At least  one (1) year experience implementing international norms in Health and Safety is required.
  • Experience in stabilization, transition, post –conflict environments is an asset.
  • Experience with management of operations in remote locations is an asset.
  • Experience with the UN and/or private sector infrastructure development is an asset.
  • Experience managing projects with multiple sites and complex logistical dimensions in remote locations is an asset.
  • Experience with the design, procurement stages of the infrastructure life cycle is a distinct advantage.
  • Experience working with Government Ministries, Departments and Agencies (MDAs) on Donor funded projects is an asset.
  • Knowledge of the UN system and familiarity with UNOPS procedures is a distinct advantage.
  • Experience in works contract management (FIDIC contracts preferred).
C. Language Requirement:
  • Fluency in written, reading and speaking English language is required.
