Background

The Green Climate Fund (“GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change. 
GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. 

The Fund seeks to recruit an Operations Consultant to assist the Accreditation Panel to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join GCF team on HQ based. The assignment is for an initial  230 days over a 12-month period. 
 


Role

The Operations Consultant will assist the Accreditation Panel (“the AP”), an independent body of technical experts that advises the Board of the GCF in respect of entities applying for (re)accreditation. The Consultant will help administer the AP’s work, and carry out analyses in support of its main objectives. The AP meets physically or electronically and is supported by the Secretariat of the GCF.

 

Duties and Responsibilities

The Consultant will be responsible for but not limited to:

Under the guidance of the Chair of the AP, s/he will be responsible for, but not limited to:
• Supporting the AP carry out its in-depth assessment of applicants for (re)accreditation. This may include request additional supporting information from the applicant entities on the AP’s behalf, quality review of documents prepared by the AP such as recommendations for (re)accreditation etc.;
• Carrying out specific background and contextual research - both general as well as related to individual entities - as requested by the AP and Secreteriat;
• Supporting AP in further developing and applying methodological aspects of accreditation review; in particular, with respect to the scope and applicability of fiduciary standards and respective accreditation criteria; and E&S and gender policies and procedures;
• Providing communication, analytical, and logistic support to the AP’s review of the AEs reporting on baseline of the GHG emissions as a part of the re-accreditation process;
• Serving as an interface between AP, applicants, and ICT desk and developers on new Digital Accreditation Platform (DAP), helping to ensure all parties receive necessary and timely support with regards to (re)accreditation Stage 2 review, and (re)accreditation conditions;
• Maintaining review trackers and other administrative tools to help to ensure (re)accreditation Stage 2 reviews are implemented in line with internal deadlines;
• Supporting the AP and the Secretariat in the task of monitoring the compliance of accredited entities with the conditions of (re)accreditation; and assisting the AEs in reporting on conditions status to the AP;
• Assisting the Secretariat to monitor the performance of accredited entities as per GCF MAF; and supporting the AP in reviewing the AEs performance as per above;
• Providing day to day technical and administrative support to the Chair of the AP in managing the (re)accreditation cycle, including by coordinating the contractual, logistics, and communication aspects of developing of baseline of the GHG emissions by the AEs as a part of the re-accreditation process;
• Arranging conference calls and bilateral meetings of the AP with applicants and accredited entities on matters related to (re)accreditation as needed;
• Ttaking minutes of the meetings, drafting reports on the activities undertaken by the AP;
• Providing editorial support in preparation of AP related Board documents;
• Serving as main liaison between the AP and the Secretariat on matters regarding schedules, travel and other logistical issues;
• Supporting the AP and the Secretariat in the (re)accreditation information and data management, including filing, storing, communication, and ICT-related tasks; and
• Performing any other tasks as needed.


Required Experience and Qualifications

• Masters’ Postgraduate degree in environmental and social development, financial analyses, or climate change policy and practices. A general knowledge of the other two fields is preferred;
• Preferably up to Three (3) to five (5) years of practical experience, gained preferably in an international working environment; or other relevant experience with potentially beneficial skills applicable to the job requirements;
• Good analytical and presentational skills;
• Ability to deal with large volumes of work under time pressure with a high level of accuracy;
• Pro-active and outward going attitude;
• Willingness to work outside normal hours to accommodate communication with team members in different time zones;
• Strong competence and autonomy in the use of standard software programmes: Excel, Word, PowerPoint, Outlook, and Access, and;
• Fluency in English is essential (written and spoken); knowledge of another UN language an advantage.
