OBJECTIVES OF THE PROGRAMME

The objective of the Evaluation Office (EVL) is to contribute through its strategic evaluation programme to the achievement of WHO's objectives and promote the use of evaluation at all levels of the Organization. Through this programme, EVL aims to provide accountability for achieving results and promote organizational learning at all levels.

DESCRIPTION OF DUTIES

Under the overall guidance of the CEO, the SEO will lead or manage selected evaluations, mainly of a thematic, programmatic or humanitarian nature, including joint evaluations. As a senior officer, the SEO will be fully responsible for the entire process of evaluation, from its inception to the utilization, while ensuring the high quality of evaluations, the appropriateness of the protocol and processes, and the value gained from the use of evaluations. The SEO will pay particular attention to the strategic relevance and effectiveness of the Organization at the country level and in the field, coordinating the development and implementation of a rolling programme of country-level evaluations for EVL. In doing so, the SEO will seek opportunities to engage with national institutions in conducting country-level evaluations. The SEO will also participate in the planning and the management of humanitarian evaluations, including joint evaluations.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in social sciences, public health or related field.
Desirable: Professional evaluation qualification. Post-graduate degree in public health.

Experience

Essential: At least 10 years of professional and progressive experience in both managing and conducting evaluations; Work experience in an international or multicultural environment.
Desirable: Professional experience in public health or related sector; Work experience in developing countries.

Demonstrated ability to: identify evaluation priorities in the institutional context; undertake thorough and open consultations with key stakeholders at all levels; design, manage and conduct, as team leader, complex evaluations in diverse contexts, applying appropriate evaluation methodologies; identify appropriate professional skills in the selection of evaluation teams; exercise systematic, independent and impartial assessment in the planning and the conduct of evaluations; communicate effectively both orally and in writing; exercise mature judgment, tact, integrity and discretion; manage and maintain effective working relationships with people of different national and cultural backgrounds. Sound knowledge of principles, norms and standards, methodologies, and newest trends of evaluations; issues affecting country-level evaluation practices and systems; gender, equity and human rights issues and how to incorporate them into evaluation practice; evaluation quality assurance and assessment mechanisms.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6188 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
