Purpose of consultancy

The consultant will facilitate the coordination and management of the Digital Health Centre of Excellence (DICE) activities and workplan in relation to WHO’s roles in DICE.

Background

The Digital Health Centre of Excellence (DICE) is coordination mechanism co-hosted by a UNICEF and WHO virtual secretariat. DICE is focused on delivering agile and coordinated technical assistance to national governments on sustainable and scalable implementation and deployment of digital health solutions to address immediate needs of COVID-19 as well as longer term digital health systems strengthening. This includes alignment and coordination with donor agencies, governments, other UN agencies, and implementing partners.

As a new coordination mechanism, the consultant will facilitate the establishment of internal and external coordination mechanisms with the appropriate WHO teams.

Deliverables

Deliverable 1: Conduct stakeholder mapping of internal and external stakeholders involved in DICE.

Expected by 30 November 2023.

  • Engage with WHO country and regional office counterparts in digital health to determine existing gaps and needed support.
  • Work with the WHO DICE secretariat to determine path forward given existing gaps.

Deliverable 2: Establish and update project management artifacts, i.e. the workplan, a tracking tool, and quarterly reports (including Gantt chart and status report) for ongoing and completed activities for WHO in relation to DICE activities.

Expected each quarter until 30 April 2023.

  • Coordinate with the WHO DICE secretariat
  • Keep WHO DICE secretariat up to date on the status of the project and share periodically a detailed planning of next phase of work for approval and feedback.
  • Manage risks and propose corrective actions if project goes off-track for the WHO DICE secretariat to decide on paths forward.

Deliverable 3: Facilitate the development of knowledge artifacts to help support DICE technical advice and support to countries and/or regions.

Expected by 30 April 2023.

  • Document in an innovative format, achievements, leading practices, and lessons learned at country, regional and global level.
  • Provide description of artifacts and communication materials developed during each quarter.
  • Organize guidance and communication materials developed by WHO secretariat to facilitate coordination.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

A first level university degree in public health, health informatics or management.

Desirable:

An advanced degree in public health, health informatics or management.

Experience

Essential:

  • Minimum 5-10 years of experience in project and/or programme management and change management.
  • Proven experience in digital health in the global health field.

Desirable:

Experience implementing and deploying digital health solutions in low- and middle-income countries

Skills/Knowledge:

  • Effective interpersonal, management and negotiation skills proven through successful interaction with stakeholders, including senior government officials, regional/local authorities, experts, and NGOs/communities.
  • Highly organized and results-oriented
  • Computer literacy (creating surveys, proficiency in using Microsoft Office tools)

Languages required:

Essential:

Expert knowledge of English

Desirable:

Basic or Intermediate knowledge of another UN language

Location

Off site: Home-based. The consultant is expected to be available for virtual meetings during normal business hours of WHO Headquarters in Geneva.

Travel

The consultant is expected to travel internationally for occasional workshops, as needed.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B - USD - 7,000 – 9,980 per month

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
