Background & Purpose of the Assignment

 

The Newly Merged Areas of Khyber Pakhtunkhwa are considered one of the under- developed areas of Pakistan. Generally, socio-economic indicators are the poorest and the food security situation of the households is not at par with rest of Pakistan.  According to results of the Comprehensive Food Security and Livelihood Assessment (CFSLA) in the merged areas overall 35 percent of the households have experienced food insecurity. Of these, 31 percent are moderately food insecure while 4 percent are severely food insecure. The project will support 15,283 food insecure HHs for 3 months food support through cash modality. WFP has entered formal partnerships with National and International NGOs to contribute into the project implementation and perform as cooperating partner to implement the project at field level.  Cash as transfer modality will be used to contribute to the short-term food security of the vulnerable population. The Technical working Groups comprising of membership from District Administration, line departments and CP and other stakeholders for coordination at District level will be formed. The S/m will be based in PO with frequent visits to the target district to represent the WFP Livelihood’s team in all coordination forum. Ensure that CP is adhering all the SOPs related to project implementation and cash disbursement. S/m will play vital role to have direct connection between WFP and communities. Ensure the timely implementation of Detailed Implementation Plan by CP.

 

Under the overall supervision of Programme and Policy Officer, the SSA holder will perform the following functions.

 

KEY ACCOUNTABILITIES (not all-inclusive)

 

1-   Ensure implementation of livelihoods/ FFA activities as per agreed modalities and guideline of WFP

2-    Assist the livelihoods unit in the implementation in the target districts of KP.  Provide guidance to CPs on the implementation of livelihood Programme

3-   Ensure the establish effective coordination with stakeholders at district level i.e.  district Administration, representatives of PDMA, Agriculture extension department, forest department, livestock department, Irrigation department and other where required for field activities.

4-   Ensure that technical working group established at district level for activities having presence of relevant stockholders.

5-   Within the specific area of responsibility, compile data and project relevant information and its timely/regular sharing with PO.

6-   Monitor field activities on regular basis, verify the participants, activities quality and take feedback of community on the process adopted for activity and participants selection.

7-   Check Cooperating Partner's (CP) documentation at office level (village profile, activity profile, participant) VDC (Village Development Committee) formation process documents

8-   Any other task assigns by WFP

MINIMUM QUALIFICATIONS, EXPERIENCE & SKILLS

 

Education

•  Completion of secondary school education. First level University degree is desirable.

 

Experience & Skills

•  Minimum 5 years Programme Implementation experience with UN or NGO's, preferably 02 years experience of Livelihood or Food/ Cash for Asset projects inside KP merged District.

•  Ms office and reporting using online data base system. 

 

Languages 

•  Fluency in English and Urdu is required. Knowledge of local language is added advantage.
