DUTIES

- Provide support to the supervisor to bridge between the Inter-Sector and the Sectors/Sub-sectors as well as the Task Forces.
- Contribute to the implementation at the Sector/Sub-sectors level of the comprehensive coordination strategies and empowerment of coordination mechanisms in line with the Inter-Sector Coordinator vision, strategy and guidance.
- Provide support to the inter-Sector and Sectors/Sub-sectors Coordinators in the preparation of Inter-Sector and Sector/Sub-sectors strategies, work plans, budgets and other planning documents which will feed into the main Regional Refugee Response plan.
- Support to optimize complementarity between the Inter-Sector and Sectors/Sub-sectors activities by supporting building on a series of common processes.
- Support promoting consistency in coordination standards and capacity between/among Sectors/Sub-sectors.
- Ensure cross-cutting issues, including gender equality programming, are properly reflected in Sectors/Sub-sectors activities.
- Coordinate, identify, process and elevate relevant topics/issues to the supervisor referring to UNHCR policy decisions and guidance, when needed.
- Coordinate quality, timely and effective support to the Inter-Sector and Sectors/Sub-sectors ensuring at the same time that gender equality and gender with age marker is part of the working/sub-working group¿s agendas and work plans.
- Act as the information management focal point for the Sectors/Sub-sectors under responsibility, with duty to collect and compile data on activities, analyse and present information on the sector activities in a concise manner, and support the Inter-Sector and Sector/Sub-Sectors Coordinators in writing of sector specific reports as narratives and info-graphics.
- Facilitate the flow of information between the Inter-Sector and Sectors/Sub-sectors, update and maintain the relevant pages at the UNHCR information sharing portal and other support coordination tools of Inter-Sector and Sectors/Sub-Sectors, including the calendar of meetings, uploading of documents, updating sector relevant information and member information.
- Support the Inter-Sector and Sectors/Sub-sectors coordinators in organizing presentations, events, workshops, trainings in line with Inter-Sector and Sector//Sub-sectors work-plans and strategies.
- Encourage consistency on Inter-Sector and Sectors/Sub-sectors coordination standards, minimize duplication and develop synergies between Inter-Sector and Sectors/Sub-sectors.
- Organise visits, meetings and the annual consultations with relevant governmental donors, as well as for donor missions when required and give appropriate briefings, commentaries for visitors.
- Stay abreast of political, social, economic and cultural developments that have an impact on the working environment.
- Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
- Operationalize UNHCR's inter-agency policies ensuring its effective response on all aspects of refugee response and maintain an inclusive inter-agency approach.
- Remain well-informed of various multilateral processes, including the UN Reform, UN governance and make timely recommendations to the supervisor regarding their value to UNHCR, and possible positions and strategies as it relates to the implementation in the Operation.
- Establish and maintain contacts with donors and local organisations to promote general interest and understanding of refugee issues.
- Perform other related duties as required.

MINIMUM QUALIFICATIONS

Education & Professional Work Experience

- Minimum 4 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher.

Relevant Job Experience

Essential

- Knowledge of UNHCR and interagency policies, standards, programmes and humanitarian operations in operational context. Demonstrated coordination and inter-personal skills. Drafting skills and strong ability to collect, analyze, and communicate information in written/oral formats.

Desirable

- Solid experience in humanitarian coordination (including but not limited to interagency coordination) is an asset. Emergency response experience is an asset. Previous experience in intersectorial collaboration is an asset. Strong computer skills ¿ with a preference for ability to use Excel, Powerpoint, Publisher, etc. Some knowledge of data base design and management will be an asset.

======================================================================================================== ORGANIZATIONAL CONTEXT

Colombia is the country most impacted by the outflow of over 5.9 million Venezuelan refugees and migrants, hosting over 1.84 million Venezuelans, the majority of whom in an irregular situation or in the process of regularization. In addition, and despite the 2016 Peace Agreement, conflict and armed violence continue to uproot Colombians (an estimated 650,000 people newly displaced by the internal conflict since November 2016) and, in a growing and worrying trend, also Venezuelans and other nationalities.

In February 2021, the Government of Colombia issued a Temporary Protection Status (TPS) that is likely to benefit the 1.84 million Venezuelans already in Colombia as well as those who arrive through official border points over the next two years. The TPS provides a 10-year protection status and access to a full range of rights including healthcare, education, formal employment, and financial inclusion. However, xenophobia against Venezuelans has considerably increased in the last year, and it is projected to worsen with the introduction of the TPS. Misinformation and the perceptions that Venezuelans will take away job opportunities from Colombians, fuel general discontent and makes it even more difficult for refugees and migrants to secure a job. Nonetheless, UNHCR believes that TPS is a very promising pathway for addressing the vulnerable situation of Venezuelan refugees and migrants who are in an irregular situation. This situation continues to be exacerbated by the COVID-19 pandemic which has had a devastating impact in Colombia, especially on refugees, migrants, internally displaced persons (IDPs) and host communities.

The Senior Inter-Agency Coordination Associate is a member of the Inter-Agency Coordination and Information Unit and reports to the (Senior) Inter-Agency Coordination Officer.  S/he is the most senior staff member of the Inter-Agency Coordination Unit, after the Senior Interagency Coordinator, and effectively acts as his deputy. The incumbent receives regular guidance and advice from the supervisor. S/he participates in meetings/working groups related to the Refugee Coordination Model and Structure to provide support on coordination work on common processes. S/he also oversees the multi-sector (including issues siuch as humanitarian transport, shelter and NFIs), as part of the GIFMM (Grupo Interagencial sobre Flujos Mixtos), the coordination mechanism for the humanitarian response to the situation of Venezuelans in Colombia. S/he also provides day to day guidance to local GIFMMs in the field.

The Senior Inter-Agency Coordination Associate may supervise some support staff.
