Organizational Setting and Work Relationships
The Protection Associate normally reports to the Protection Officer or the Senior Protection Officer.  The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.

The Protection Associate is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern (PoC) and identify opportunities to mainstream protection methodologies and integrate protection safeguards in operational responses in all sectors.  S/he contributes to designing a comprehensive protection strategy and liaises externally with authorities and partners on protection doctrine and policy as guided by the supervisor.

The Protection Associate also ensures that PoC are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

Duties
- Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
- Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
- Assist in providing comments on existing and draft legislation related to PoC.
- Provide advice on protection issues to PoC; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.
- Assist in conducting eligibility and status determination for PoC.
- Contribute to measures to identify, prevent and reduce statelessness.
- Contribute to a country-level child protection plan as part of the protection strategy.
- Contribute to a country-level education plan as part of the protection strategy.
- Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities.
- Manage individual protection cases including those on GBV and child protection. Monitor, and intervene in cases of refoulement, expulsion and other protection incidents.
- Assist in identifying durable solutions for the largest possible number of PoC through voluntary repatriation, local integration and where appropriate, resettlement.
- Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners.
- Facilitate effective information management through the provision of disaggregated data on PoC and their problems.
- Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures.
- Assist the supervisor in prioritizing PoC for interview, counselling and propose protection support for individual cases.
- Assist the supervisor with enforcing compliance of local implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.
- Assist the supervisor with enforcing compliance with, and integrity of, all protection standard operating procedures.
- Submit individual payments request for PoC for approval. 
- Perform other related duties as required.

A competitive compensation and benefits package is offered. The monthly net salary is between TRY 11,091 and TRY 13,918 depending on relevant experience, dependency status and language proficiency. ======================================================================================================== OPERATIONAL CONTEXT

I. Nature of the Position

The Protection Associate is a member of the Policy Development Unit (PDU) in the Country Operation and reports to the Associate Protection Officer. The incumbent is to support the UNHCR-PMM cooperation in relation to Protection Desks established in the Provincial Directorates of Migration Management (PDMMs). Under substantial guidance provided to her, the incumbent is expected to undertake activities for enhancement of Protection Desks' proceedings in effectiveness. In supervision of the Associate Protection Officer, s/he will design, coordinate and deliver the series of activities foreseen by PDU in relation to Protection Desks and contribute to reporting on Protection Desks' positive impact in protection response. The incumbent will also assist in complying good practices by Protection Desks and will join the quarterly joint reviews of the Protection Desk interviews and assessments to be conducted by PMM and UNHCR. S/he is expected to produce analysis on the findings of joint missions and reviews, participatory assessments and various capacity building activities. Field visits will be part of the work. S/he will support Unit's follow-up on material and human resources support provided to Protection Desks.

II. Interaction with Persons of Concern or External Stakeholders

S/he will carry out inclusive and participatory assessments with individuals interviewed at Protection Desks in identification of gaps and challenges as well as recommendations.  The incumbent will support the Unit's communication with the Presidency of Migration Management on administrative arrangements and will follow-up on the timely provision of operational support to Protection Desks.

III. Reporting and Managerial Expectations

The incumbent will not have any supervisory function.

IV. Additional Languages, Skills and Qualifications

Essential:
- Bachelor degree in Social Services, Psychology, Social Sciences, Law or other relevant disciplines.
- Demonstrating a clear understanding on protection principles and work with persons with specific needs.
- Given the extensive level of engagement with refugees and partners, the incumbent should have excellent interpersonal and stakeholder management skills and be able to fluently communicate in Turkish and English (spoken and written).
- Excellent report drafting skills in English and Turkish.
- Ability to extract necessary information from wide range of sources and to find and demonstrate the patterns/trends.
- Advance user of MS Office including creating maps and graphs for comparative analysis.
Desired:
- Familiarity with Turkish asylum system. 
- Former experience in case management and direct provision of counseling to asylum seekers and refugees is an asset. The closing date of the job opening is 30 May 2022.
