The  Junior Professional Officer (JPO) Programme  provides young talented professionals pursuing a career in development with the opportunity to gain hands-on experience in multilateral technical cooperation and international development within a UN agency. 

Background

Bangladesh is the 8th most populous country in the world. According to UNFPA’s Demographic Impact Study (2015), the population will reach 170 million by 2021, including over 50 million aged 10-24, thus young people will account for more than 30% of the population. A key challenge for Bangladesh is how to raise the skills level, both hard and soft, of youth both male and female to improve their employability, enable them to find decent work or be employed more productively in self-employment or family work, while being responsible citizens. A related challenge is to address gender norms and practices that restrict female economic opportunity and harm health and wellbeing. Young people’s unemployment rate is much higher than the national average, and female unemployment is higher than the male’s. Key issues in this regard include child marriage and sexual and reproductive health (SRH) and rights. Bangladesh has the highest rate of child marriage in Asia and third highest rate in the world, and the resulting adolescent fertility rate is the highest in South Asia. To reap a dividend from the demographic window of opportunity arising from the large youthful population that accounts for 30% of the total 158 million people, there needs to be a substantial increase in investments in youth development, especially for education and health, particularly so as to enhance their employability.

Against this background, UNFPA is implementing one of the biggest Country Programmes in the world, in Bangladesh. Both the current 8th CP for 2012-2016 and the next 9th CP 2017-2020, support the Government in achieving the Agenda 2030 and Sustainable Development Goals, and the ICPD Programme of Action. Adolescent and Youth is one of the four core components of the Country Programme, along with Sexual and Reproductive Health and Reproductive Rights, Gender, and Population, Planning and Research. Young people are a key beneficiary of UNFPA’s programme, and the focus cuts across all components.

Training and Learning

Upon completion of the assignment the JPO will have/ will acquire:

  • UNFPA Programming skills, including management of programme resources
  • Partnership building skills
  • Technical knowledge an particular area of UNFPA country office programme (this will be subject to discussion with Deputy Representative)
  • Disaster management – focusing on adolescent youth issues
  • Monitoring and Evaluation

The JPO training programme includes the following learning elements:

  • Emerging programme trends related to adolescent youth
  • Disaster management
  • Others – based on discussion with supervisor
  • The JPO position includes a Duty travel and training allowance (DTTA) of $4000 per year which may be used for learning activities related to the assignment and career development.

Content and methodology of supervision

The JPO will be supervised with the same method and approach as applied to all staff, which would consist of periodical meetings, Performance Assessment and Development (PAD) as well as frequent interaction with the respective supervisor. JPOs are also encouraged to reach out to the supervisor to maintain flow of communication.

Duties and Responsibilities

The JPO Programme Analyst, Management – will be based in the UNFPA Country Office in Dhaka, Bangladesh. Under the day-to-day supervision and guidance of the Deputy Representative, the JPO will support the country programme design, planning, implementation and monitoring as well as support any particular programmatic area support.

The incumbent will facilitate the work of the Deputy Representative by providing day-to-day support in the coordination and implementation of the UNFPA Country Programme and the Country Office activities, especially those that are strategic and/or cross-cutting in nature. The JPO Programme Management Analyst will work also in close collaboration with the Operations Manager, all Programme Unit Chiefs, M&E Specialist, Personal Assistant to the Representative, as well as Advocacy and Knowledge Management Officer, Field Coordinator, Communications Officer and other programme staff of UNFPA Bangladesh. S/he shall also liaise with the Regional Office and HQs, and maintain communications with other UN Agencies, development partners and national counterparts, as necessary.

The JPO Programme Analyst, Management – will be based in the UNFPA Country Office in Dhaka, Bangladesh. Under the day-to-day supervision and guidance of the Deputy Representative, the JPO will support the country programme design, planning, implementation and monitoring as well as support any particular programmatic area support.

Responsibility 1 - Management support to UNFPA Bangladesh Country Programme

  • Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO.
  • Assist the Deputy Representative (Head of Programme) in day-to-day coordination and implementation of functions, activities, meetings and missions, and ensure that quality briefs, background documents and related materials are obtained in advance from the relevant staff;
  • Assist in facilitating a smooth flow of communication from the Executive Office to other managers and staff. Ensure that correspondence receives prompt attention and replies. Facilitate the implementation of the requests, directives, commitments and agreements made by the Deputy Representative, in coordination with relevant Unit Chiefs and managers in the country office;
  • Organize and maintain the calendar of the Deputy Representative. Coordinate substantive preparations for engagements of the Deputy Representative, including agenda, supporting materials and accompaniment. Screen calls and correspondence as requested, and follow up on deadlines, commitments made and actions taken;
  • Support the Deputy Representative in his capacity as Officer-in-Charge when the Representative is away;
  • Organize and participate in Monthly All Programme Staff Meetings as secretary, responsible for recording decisions and follow-up action points;
  • Attend meetings with or on behalf of the Deputy Representative, and serve as the note-taker as needed;
  • Support the organization of special events, initiatives and meetings for the Executive Office;
  • Support the Executive Office with effective internal communication with staff;
  • Identify issues pertaining to the Programme Team that should/could be addressed by the senior management;
  • Support the Deputy Representative in ensuring timely recruitment/deployment/extension of programme staff and consultants, e.g. by preparing Terms of References;
  • Assist the Deputy Representative with establishing and maintaining close working relationship and coordination with other UN Agencies, Development Partners including multi- and bi-lateral donors and CSO/NGOs, academia, government counterparts, etc.

Responsibility 2 - Review, analysis and quality assurance

  • Support the Deputy Representative (Head of Programme) with the quality control and proof-reading of reports to donors, Headquarters and Regional Office, external and internal correspondence (letters, inter office memoranda, email), brochures, policy briefs, factsheets, press releases, presentations and speeches.
  • Review and edit draft talking points, briefs, background materials, etc. for substantive accuracy, completeness, strategic messaging, in liaison with Advocacy and Knowledge Management Officer as well as other relevant Unit Chiefs and staff throughout UNFPA Bangladesh. Draft, edit and finalize correspondence for the Deputy Representative as requested;
  • Analyse political and developmental trends in Bangladesh, and advise the Executive Office. Perform research on topics assigned, and synthesize information into a clear summary to facilitate knowledge management and decision-making by the Deputy Representative;
  • Review draft concept papers and funding proposals to be submitted to partners, donors and counterparts to provide substantive feedback and help finalize as requested, in support of the office-wide resource mobilization efforts;
  • Provide the Head of Programme with quality management analysis and information/reports on the situation of the country programme implementation, identify operational and financial problems and bottlenecks, and provide options and solutions, in consultation with the Operations Team and M&E Specialist, as well as Field Coordinator;
  • Identify areas for necessary actions and decisions to be taken by the Executive Office so as to ensure quality implementation of the Country Programme;
  • Ensure that periodic updates are provided the Deputy Representative on programmatic and financial delivery, liaising with the M&E Specialist and Operations Manager.

Responsibility 3 - Effective Programme and Project Management

  • Provide programmatic and operational support to respective programme unit(s) and field officers for planning, coordinating, implementing, monitoring and reporting; this will be done in discussion with the Deputy Representative as appropriate
  • Analyse the progress of project implementation, identify constraints and gaps in implementation and recommend appropriate responses for further action by the Country Office.
  • Regularly update on the status of budget expenditure.

Responsibility 4 - Other Corporate Tasks

  • Assist the Deputy Representative (Head of Programme) with establishing and maintaining a harmonious working environment in the office, and seek to strengthen teamwork and team spirit;
  • Execute any other relevant activities/responsibilities as assigned by the Representative and/or Deputy Representative. Any other relevant activities/responsibilities as assigned by the Representative and/or Deputy Representative.

Required Skills and Experience

Education:

  • Master degree in social sciences or related fields with specialized knowledge in the field of Development Studies, International Affairs, Political Science, Public Health or Health Economics.

Working experience :

  • A minimum of 2 years and maximum of 4 years of relevant experience in international development or the corporate sector.
  • Prior experience in developing countries is an asset. 
  • Working experience within the UN system should not exceed 50% of the relevant working experience

Languages:

  • Fluency in English and the ability to write clearly and concisely in English.
  • Knowledge of other UN languages is always an asset
