BACKGROUND

To undertake some of the key transition priorities (national dialogue, constitution, election), as articulated in the transition roadmap, the Transitional Government requested UNDP to explore putting in place, in line with international standards and best practice, a robust fiduciary system-Basket Fund- that enhances a transparent and accountable management of partner’s support to the transition.

The Basket Fund seeks to support national government and all relevant stakeholders in Chad to facilitate and undertake an inclusive and credible political transition process. The Project will provide immediate capacity development (an injection of capacities) to the key bodies driving the process, as well as providing responsive, high quality technical advice to inform all aspects of the political transition. At the same time, the Project proposes establishing a major National Civic Engagement and Education Fund, which will be used to fund mass civic engagement by providing grants to local organizations across the country (including CSOs, FBOs, CBOs and local government agencies as appropriate). The Fund will be used to support the Transition Roadmap’s commitment to engaging in a highly participatory process of dialogue and consultation, on the way to producing a new constitution and holding elections. Additional activities will be designed and implemented which specifically aim to ensure the voice of women and young people are included in the political transition process.

Institutional Arrangement

The incumbent will work under the guidance and direct supervision of the Resident Representative, in supporting the Country Office to build an appropriate, diversified and sustainable base of partners for UNDP Chad that can result in resources mobilization. As responsible for Partnership activities, he/she will work closely with the Communication Specialist in ensuring that UNDP image and its work are well disseminated and appreciated by partners.

Position Purpose:

The incumbent brings together and develops the country office service offer for partnerships building, resource mobilization and revenue generation strategies, tools and procedures and establish the framework for their implementation; leads with intelligence gathering on donor, foundations, DFIs, HNWI, supports innovative ideas for the strengthening of UNDP position within the UN family. His/her primary focus is the development of strategic partnerships with the host government, local development institutions, private sector, foundations, CSO and relevant academic institutions. He/She is also expected to build and maintain networks with counterparts from other UN Agencies, sub-regional and regional organizations, DFI’s, IFIs, Government officials, multi-lateral and bi-lateral donors, private sector, foundations, HNWI, academics and CSOs.

To attain the above-mentioned objectives, the Specialist will develop the following activities:

Key Duties and Accountabilities

  • External and internal analysis for assessing CO opportunities for partnerships;
  • Scanning of the opportunities in the country, based on partner-specific intelligence gathering and the competitive landscape; identification where the CO competency strengths overlap with partner/client needs;
  • Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support such policies and identification of collaboration opportunities for collective action for greater impact;
  • Negotiation, drafting and revision of partnership agreements with donors, development partners, private sector, CSOs and foundations; monitoring of overall implementation of agreements; 
  • Assessment of the level of CO engagement with each partner: type and level of contact and areas of interest; development of strategy to position the CO to become a priority partner for the donor;
  • Surveying opportunities for the use of the new UNDP new financing modalities and instruments through blended partnership agreements or revenue generation with the Private Sector such as fee for services;
  • Support CO activities aiming at improving the image of UNDP and its work in the country and internationally;
  • Identification of new emerging sources of funding; assessment of their current usage and potential for the future especially SDG finance and impact investment products and services; 
  • Managing the partnership with HBCU and PBI;
  • Identification and formulation of lessons learned and recommendations especially on government cost sharing and private sector partnership to be integrated into broader CO knowledge management efforts;
  • Organization and conduct of trainings on RM and partnerships building in the Country Office.

Coordinate the development of UNDP’s strategic partnerships in the Country Office

  • Advise Country Office on the design and implementation of effective advocacy strategies and methods for proactive and strategic targeting of partners and development partners;
  • Update the country office partnership and resource mobilization strategy and initiatives with implementable action plans as the need emerge;
  • Develop and implement differentiated fund-raising strategies, aligned and coordinated with country-level initiatives and outreach activities;
  • Comprehensive mapping of key country and regional funding partners with a focus on foundations and private sector targeting;
  • Build trust and maintain effective relationships with development partners;
  • Provide substantive technical support to the Resident Representative and colleagues in the preparation of missions, meetings and other consultations with development partners, including the preparation of notes, briefs and other materials;
  • Lead and coordinate thematic teams to act as direct entry points for development partners, building institutional relationships and tracking action points by team members;
  • Promote the use of high quality and timely reports to development partners and external constituencies for resource mobilization efforts;
  • Promote engagement of strategic partners with UNDP initiatives, including in strategic planning and/or prioritization activities, in monitoring and in showcasing UNDP’s work;
  • Conduct regular partnership surveys to inform strategic partnership engagements.

Strengthen internal resource mobilization capacity & oversee knowledge building

  • Provide technical support in the preparation of funding proposals and concept notes
  • Provide technical support to the development of project proposals in line with the UNDP’s strategy and the interest of development partners;
  • Provide regular development partner intelligence; 
  • Provide strategic advice to the Resident Representative and staff on building and maintaining partnerships and positioning with potential development partners;
  • Facilitate partnership resource mobilization training to program staff and managers based including the development of tools and products;
  • Share knowledge on partnerships and resource mobilization to enhance organizational learning among team members;
  • Collaborate with the communication and Programme teams on a plan of action to give greater visibility of CO’s results to the donor community;
  • Monitor emerging issues that could affect partnerships and resource contributions at the national or regional levels (risk management).

Support the Coordination functions as follows

  • Undertake reviews of key strategic documents, reports, and generate information for background materials, concept notes, activity programs, presentations, reports and other knowledge products, to inform the work of the Strategic Planning and Coordination of the office;
  • Conduct analyses of key materials, reports, and undertake searches of strategic documents and data sources, to inform the facilitation, coordinating and supporting the Annual Work Planning development and Strategic Note development processes in Country Office;
  • Support the planning and facilitation of meetings/events for the Annual Work Planning development and Strategic Note development processes of the country office and leadership related interventions by UNDP Chad Office;
  • Support the management of program oversight-related initiatives, including program meetings, Program Appraisal Committee meetings, and facilitating of UNDP Chad Office program oversight efforts;
  • Provide other relevant programmatic or administrative support as may be requested by the supervisor in implementing UNDP Coordination, Partnership building and Resource Mobilization functions.

Supervisory/Managerial Responsibilities

The Partnership and Outreach Specialist work will be guided by the country office CPD and the Resources Mobilization and Partnership Strategy. As needed, the specialist will also consult the United Nations Sustainable Development Cooperation Framework 2020-2025 as well as the UNDP Strategy. 

Requirements

Education

  • Master’s Degree or equivalent in Business Administration, Economics, Social Sciences, International Relations, Political Sciences or related field.

Experience, Knowledge, and Skills

  • Minimum 5 years of relevant experience at international and national level;
  • Good understanding of research, policy-level analysis and trends;
  • Hands on experience on project development facilitation especially in multi-stakeholders;
  • Previous track record of success in resource mobilization projects;  
  • Proven experience in networking and partnership, especially with Private Sector;
  • Familiarity with Agenda 2030 and SDG Development Finance topics;
  • Knowledge of UNDP tools and strategies for resources mobilization and partnerships would be strong advantage;
  • Knowledge and hands-on experience with international/global platforms for organization profiling and outreach
  • Ability to prepare concept notes and project documents for submission to partners;
  • Ability to produce and publish partnership and outreach promotional and advocacy materials, including info-graphs;
  • Ability Use of audio-visual and recording equipment.
