Consistent with its mandate to prioritize the acquisition, adoption, innovation, and application of science and technology for development and its pursuit of competence, excellence and service innovation as provided in both the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and the Revised Transition Plan 2019-2022 for the Bangsamoro Transition Authority, the Bangsamoro Government, through the Ministry of the Interior and Local Government (MILG), forged a partnership with UNDP that seeks to apply, where possible, the strategic framework and principles of the UNDP-supported Access to Information (a2i) program to the specific social, cultural and economic contexts of BARMM.
 
This project titled “Localizing e-Governance for Accelerated Provision of Services (LeAPS)” will build on the a2i experience towards the transformation in local governance in BARMM by significantly accelerating connectivity in communities and opening up governance by enabling citizens to capitalize on the benefits of connectivity, such as through improved access to services and information, community enterprise development, assisted rural e-commerce, and skills development. The LeAPS project is a way to overcome the dependencies on archaic, paperbased and manual processes within and among the local government units (LGUs). This project will also maximize the use of MILG’s limited manpower and resources to deliver and monitor frontline services effectively and efficiently.
 
The overarching outcome of the LeAPS project is to ensure that “the most marginalized, vulnerable and at-risk people and groups benefit from inclusive and quality services and live in a supportive environment wherein their nutrition, food security, and health are ensured/protected”, its outputs are targeted as follows: a) efficient e-services in select LGUs and Ministries of BARMM managed and optimized; b) LGUs effectively and efficiently use disaggregated data for development and resilience planning, programming, budgeting and governance; c) enabling program environment established; and d) program managed efficiently with sustainability measures.
 
The full-blown phase of the LeAPS project is set to commence this year to a total of 12 LGUs and 11 Ministries in BARMM. 
 
UNDP is looking for a Communications and Advocacy Analyst for the LeAPS Project who will form part of the LeAPs Project Management Team based in Cotabato City.
 
Duties and Responsibilities
 
Overall direction and guidance shall be provided by the UNDP Team Leader for Institutions and Partnerships while day-to-day supervision shall be performed by the LeAPS Project Manager with oversight from the Programme Analyst.
 
Formulation and implementation of communications and advocacy strategies of the LeAPS Project focusing on the achievement of the following results:
  • Develop key messages of the project for various stakeholders and audiences
  • Develop the Communications Plan and Implementation Timeline
  • Preparation and conduct of communications need assessments for the LeAPS Project;
  • Provision of information for elaboration of project communication and outreach strategy based on corporate strategic priorities and the UNDP Philippines Communications Action Plan;
  • Development of communication materials for marketing and awareness-raising campaigns, including briefing and media materials, fact sheets, and case stories in coordination with the Project Manager and UNDP Communications Team;
  • Organization of roundtable discussions, press conferences, briefing sessions, seminars, interviews;
  • Provision of inputs and researched information in project formulations to integrate advocacy and communications strategies into all aspects of the project;
  • Maintenance of information database and photo library; and,
  • Standardization of documents and contribute to reporting tools.
Support to the elaboration and implementation of a knowledge products quality assurance process and publication strategy and plan:
  • Quality assurance of KPs according to UNDP CO policy;
  • Provision of inputs and information for development, review and updating of publication strategy and plan based on UNDP’s publications policy;
  • Assist in the development and distribution of success stories/case studies of the project and UNDP CO digital initiatives, including digital innovations, thought leadership, COVID-19 digital responses, and internal transformation initiatives;
  • Manage and/or produce communications pieces (including; but not limited to, written articles, videos, podcasts, social media content, etc.) to highlight digital initiatives across UNDP internally and externally.
  • Identification of storylines for publications and articles contributing to debates on key development issues;
  • Technical supervision of translation/adaptation/rewriting of information received, printing and dissemination of publications and audio-visual materials; and,
  • Supervision of publications dissemination;
  • Distribution and dissemination of KPs, publications, articles, case stories, and press releases to key media outlets.
Ensures facilitation of knowledge building and management
  • Work with the Project and M&E Analyst in the identification and synthesis of best practices and lessons learned directly linked to the LeAPS project and UNDP programme country goals and objectives;
  • Work and consult with the UNDP Communications Team on all communicationsrelated write-ups, press releases, and others to ensure alignment with the CO communications standards;
  • Sound contributions to knowledge networks and communities of practice including corporate communications repositories;
  • Organization and conduct of training and workshops on communications for development as appropriate;
  • Provide advice and guidance on best practices and new and innovative creative ideas to increase engagement and reach with existing and new audiences; and
  • Support to developing content for the CO website and social media channels and platforms;
  • Consolidate all communications materials for project documentation.

Provide additional support the Project Management Team and the Programme Team on the request of the Project Manager and Programme Team Analyst.

Required Skills and Experience

Education:
  • Bachelor’s degree in communications, journalism, public relations, international relations or related field.
Experience:
  • At least two (2) years of relevant experience in producing communications material pertaining to ICT, e-governance, digital solutions, digitalization, digitization, e-services. Excellent understanding on the intersection of technology, web design, editorial, digital, social media and multimedia platforms.
  • At least two (2) years of relevant experience at the sub-national level in providing communication packages to promote the activities of international development organization.
  • Knowledge of digital media, visual communications and interactive storytelling methods is desirable.
  • Ability to analyze online communications using performance indicators is desirable.
  • Experience in preparing, coordinating, and leading donor reporting processes is desirable.
  • Resident of BARMM or Mindanao or willingness to relocate is highly preferred.
  • Previous work experience in the humanitarian and/or development sector such as the UN is an asset.

Language Requirement

  • Proficiency in spoken and written English and Filipino.

Travel

  • The Communications and Advocacy Analyst is expected to travel in various areas in Mindanao and BARMM.
