The Rule of Law programme on ‘Promoting Inclusive Access to Justice in Yemen (PIAJ)’ is designed to strengthen the resilience of institutions and communities, and to maintain a foundation for recovery and reconstruction, the project focuses on the following areas:  

1. Community safety and security initiatives: Diverse community protection needs, including those of women and youth addressed;
2. More accessible justice: Services for vulnerable populations, such as the poor, IDPs, women, juveniles, and other marginalized population groups such as Muhamasheen are provided;
3. Gender justice capacity: Gender-inclusive rule of law institutions with stronger women’s participation and leadership in the delivery of security and inclusive justice services to women and girls is enhanced; 
4. Detainee protection: Improvements in basic conditions of detention, access to education and training, and reintegration of detainees into the community after release to protect them from stigma and ostracism improved. 

The project is framed by a structured ongoing consultative process and bottom-up approach for building-in local ownership, developing local priorities, and proposed solutions. The project also supports a strategic approach to Rule of Law coordination and sharing of good practices, through the annual ROL workshop and Steering Group.

Due to the challenging environment to enhance security and justice at the local level during the ongoing conflict, the project will use a bottom-up approach that relies on targeted assessments with local communities as well as police, correction, and justice personnel to identify the most pressing safety, security, protection, and justice needs, in selected urban locations where United Nations Development Programme (UNDP) or its implementing partners can have access and interventions are deemed feasible.

Against this background, UNDP is seeking a national Project Analyst who will manage the communications and outreach strategy of the Promoting Inclusive Access to Justice in Yemen (PIAJ) Project.

Duties and Responsibilities
Scope of Work 
Summary of Key Functions: 

•  Ensure effective advocacy, planning and programming, capacity building, representation and monitoring and evaluation of project activities; 
•  Monitor and take actions in admin/finance and logistical issues. Coordinate the work of the project components; 
•  Ensure effective and efficient financial management of project funds;
•  Ensure effective implementation of the project activities in Aden; 
•  Facilitation of knowledge building and knowledge sharing.

1. Ensure effective advocacy, planning, and programming, capacity building, monitoring, and evaluation of project activities by focusing on the achievement of the following: 

•    Collect data, monitor and measure the status of implementation for quarterly and annual reports and support the Monitoring Officer in the production of such reports;
•    Ensure and assist Rule of Law Partners to submit high-quality reports on time;
•    Coordinate with the Monitoring Officer and Programme Analyst for the production of reporting formats to assess, monitor and measure outcomes, outputs, and results of the project activities implemented by the counterparts in line with the signed agreements; 
•    Prepare reports, work plans, regular donor progress and impact reports for the project; 
•    Undertake regular monitoring visits to project sites, ensuring project documents comply with UNDP policies and procedures and reporting on Project progress and constraints;
•    Develop relevant agreements, including but not limited to Letters of Agreements, Micro-Capital Grants and Responsible Party Agreements, in support to the implementation of activities with national counterparts; 
•    Follow up risk mitigation and engagement plans and ensure relations is mitigated and reduced;

2. Monitor and take actions in admin/finance and logistical issues. 

•    Provide monitoring and evaluation of project partner’s performances;
•    Coordinate UNDP’s work with relevant UN Agencies to advance rule of law, maximize the impact of UN interventions and “deliver as one”, minimize overlapping activities, and to enhance security and protection for all Yemenis;
•    Day to day follow up of the implementation of project activities

3. Financial management of project funds by focusing on the achievement of the following:

•    Ensuring accountability of the use of project funds for their respective areas;
•    Under the supervision of the Project Manager and Programme Analyst, undertake financial management of the project activities, including monitoring Project financial expenditures and transactions; 
•    Ensuring the integrity of the financial system and, overseeing the administrative, financial and budgetary aspects of the project activities; 
•    Ensuring that project resources are used in a balanced way that confirms the application of the Human Rights-Based approach and contributes to peacebuilding.

4. Effective Implementation of project activities by focusing on the achievement of the following:

•    Providing technical inputs in drafting concise and analytical project proposals, budgets, reports, research, strategy papers, and presentations in English relevant to the functioning of the rule of law system, and in line with work-planning; 
•    Provide thoroughly researched information for the formulation of project activities, preparation of draft project documents, work plans, budgets, proposals on implementation arrangements, etc.; 
•     Analyze and identify programmatic, operational, and financial problems, and develop and suggest solutions; 
•    Provide substantive and substantial inputs to the reporting, visibility, and communications needs of the project, including preparation of clear and concise reports and power-point presentations, when necessary, for various donor reports, donor briefings, meetings, workshops, conferences, etc.; 
•    Working with government officials under guidance of senior UNDP staff in Aden, serving as a liaison between government officials and the Project Management;
•    Facilitating day-to-day management of Project activities; covering all phases of the project and adhering to the Project Document and quarterly work plans;

Institutional Arrangement 
The Project Analyst will report to the Rule of Law Project Manager. 
S/he will also be an integral part of the UNDP Rule of Law project team contributing towards the 
achievement of project results and will be supported by a team of policing and rule of law specialists at 
different levels.

Required Skills and Experience
Education:

•    Master’s Degree or equivalent in Law or related field, 
•    First level university degree in Law or related field will be accepted

Experience:

•    Master’s Degree or a Bachelor’s degree plus two years of relevant work experience in project management in Yemen, sectors of Rule of Law, Access to Justice and/or Justice service delivery; 
•    Proven understanding of Rule of Law and Justice in Yemen; 
•    Proven experience in partnership building and networking; 
•    Ability to use information and communication technology (ICT) as a tool and resource, experience in the use of computers and office software packages (MS Word, Excel), and knowledge of spreadsheet and database packages; experience in handling web-based management systems
•    Strong analytical ability and written and oral communication skills is a requirement;
