The project’s objective is to strengthen the climate and disaster resilience of people and communities in vulnerable regions of Lao PDR and Cambodia through improved risk and vulnerability assessment and advancing an integrated approach to water resources management. The project comprises of a set of measures that span three key outputs:

  • Inclusive assessment of water-related climate risks completed in the priority river basins.
  • Enabling environment for gender-responsive climate risk-informed integrated water resources management developed.
  • Funding proposal for priority risk reduction measures developed.
The implementation of this Project involves a multitude of tasks and activities ranging from project management, financing, and administration to the implementation of day-to-day activities or tasks. This post is based at Department of Water Resources, Ministry of Natural Resources and Environment (MONRE) and reports to the Programmme Analyst at Natural Resources, Climate Change, and Disaster Risk Reduction Unit of UNDP Lao PDR.
 
Duties and Responsibilities
 
This Project Finance and Administrative Associate will be under the direct supervision of Programme Analyst, Natural Resource Management, Climate Change, and Disaster Risk Reduction, UNDP Lao PDR and support Food and Drug Department, Ministry of Health. The office is located in the Ministry of Heath. Some travel to the field is expected.
  • Contribute to timely day-to-day administrative and financial operations of the Project Management Unit in close coordination with MOH and UNDP;
  • Assist all necessary financial disbursement and procurement of goods and services in a timely manner;
  • Provide timely guidance and support to the government partners on routine UNDP operational procedures and guidelines for implementation of projects;
  • Contribute to registration and maintenance of all project assets on a daily basis;
  • Contribute to revision of work plans and budgets;
  • Administrative support for workshops, field trips, and other activities

Cross-Functional & Technical competencies:
Finance:
  • Accounting (General); Knowledge of accounting concepts, principles, frameworks, standards, regulations, policies and trends, and ability to apply this to strategic and/or practical situations.
Administration & Operations:
  • Events management (including, retreats, trainings and meetings): Ability to manage events, including venue identification, accommodation, logistics, catering, transportation, and cash disbursements, etc.
 
Required Skills and Experience
 
Education:
  • Secondary education, specialized training on admin or finance is desirable
Experience:
  • Minimum 6 years of relevant experience in administration, accounting, finance, project or office management
  • More than 2 years of experience working in the UN system
  • Experience collaborating with government agencies, international organizations, and community leaders
  • Good knowledge of MS Office and ability to learn and adopt to new systems
  • Knowledge of UN regulations, rules, and procedures
Languages requirement:
  • Lao: Fluent
  • English: Working knowledge (able to communicate well to complete administrative tasks)
