The objective of the project is to strengthen capacity and catalyze investment in the forest sector to spearhead the implementation of the forestry component contained in the GTP II and CRGE Strategy. Today's forestry operations in Ethiopia need skills to manage forests for their multiple benefits, including conservation, provision of ecosystem services and forest products, adaptations to and mitigation of climate change. Therefore, this project is expected to show scientifically guided afforestation reforestation (A/R) and Assisted Natural Regeneration (ANR) on pilot regions. Moreover, the project is designed to advance science and skill training in the field of forestry and forest resources management. 

The Ten Years National Forest Sector Development Program of the Country was launched to serve as a roadmap. Various Forestry projects are initiated at the then Environment, Forest and Climate Change Commission (EFCCC) through funding support from Norway and Sweden governments. The existing national program coordination office under the then EFCCC has been spearheading the implementation of the Institutional strengthening for Catalyzing the Forest Sector Development project. Moreover, the program coordination office is also mandated to coordinate the A/R component of the new REDD+ investment plan supported by Norway and the Catalyzing the forest sector development program supported by Sweden. Both the ongoing projects are planned to intensify investment on the ground while expanding the scope to wider areas. Further, these all programs have strong components of scientific (research and training) engagements with wider stakeholders at national and global levels. Therefore, these programs require efficient in-country cross-sectoral coordination but also research and training facilitation at global, national and regional levels. 

Scope of Work

The overall responsibility of this position is coordinating the skill trainings and research affairs that are designed under the different programs. The Training and Research Analyst will have the responsibility of technically guiding the operational aspect of the training programs and facilitating the research components of the program. The Training and Research Analyst will report to the Program Manager and NPC while planning, monitoring, delivering and reporting of the project deliverables in research and training. The Training and Research Analyst will also facilitate the engagement of local training and research institutions and key global partners like SLU. All SLU affairs will be facilitated by the Analyst in consultation with the Program Manager and NPC, UNDP and EFCCC. Further, He /She will work in close collaboration with a range of development partners and government institutions/responsible parties at the National and Regional levels.

Duties and Responsibilities:

1. Collaborate with project teams (including EEFRI, SLU, CIFOR, WGCF-NR & others) to set actionable near-term and long-term work plans, with clear milestones & deliverables.
  • Build capabilities within the program teams and beyond through skill trainings.

2. Identify priorities for skill trainings programs as per the project plan and support project teams in delivery of the skill training activities, including, selection of trainees, designing trainings schedule, and delivery.

  • The Analyst is expected to work with a team of forestry, soil and water conservation, socio-economic and other experts in the project;
  • Liaise across colleges and training centres, track delivery, and overall impact towards forest sector /CRGE goals.

3. Regularly host coordination meetings with partnering Colleges to review overall progress and identify opportunities across institutions for shared learning and resourcing.

  • Maintain strong coordination mechanism to facilitate research as well as support trainings planned under the forest sector development programs;
  • Participate in the forest sector's strategic issues; 
  • Provide support to consultants or partner institutions contracted for training and research.

4. Manage and monitor the programme risks as initially identified in the Program and submit new risks to the Program Manager and NPC and EFCCC Steering Committee for consideration and decision on possible actions if required; update the status of these risks by maintaining the Program Risk Log.

  • Oversee the quality delivery of technical studies and consultant studies in close alignment with the National Forest Sector Program Coordination office;
  • Assist in the harmonization of the different technical planning, monitoring, financial and operational efforts around Institutional Strengthening for Catalyzing Forest sector development program and REDD+ Investment program (A/R) activities at national and regional levels;
  • Provide technical inputs to the planning, monitoring and delivery operational activities towards the realization of the program outputs;
  • Coordinate the planning, monitoring and evaluation of the training and research components, ensuring broader participation and engagement of the implementing partners and updating the plan on a regular basis as required.

5. Perform other tasks assigned by the Program Manager and NPC.

 

Institutional Arrangement

The Training & Research Analyst will work under the direct supervision of the Programme Manager and the National Programme Coordinator (NPC) and overall guidance and supervision of the National Climate Change Specialist in the Climate Resilient Environmental Sustainability.

Required Skills and Experience
 
Education:
  • Master’s Degree in Forestry, Agroforestry, Natural Resource Management, Natural Resource Economics.
  • Bachelor’s Degree with two additional qualifying years will be given due consideration in lieu of Master’s Degree.
Experience:
  • Minimum two years with MA or four years with BA of relevant professional experience in meeting coordination, research, management and monitoring;

  • Training and research management experience with proven results; 

  • Proven experience in coordination and leading teams; 

  • Strong interpersonal skills;

  • Demonstrated experience in working with multi-stakeholder teams, ideally representing different government and non-government agencies; 

  • Demonstrated experience at the managerial level in developing effective strategic plans and strengthening the capacity of public bodies;

  • Experience in project delivery support and effective management of complex interactions in a complex work environment;  
  • Ability to carry out responsibilities independently with minimal technical supervision.

Required Language
