The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh.

This project will have three components:

  1. Institutionalizing Public Service Innovation and Improving Accountability
  2. Catalyzing Digital Financial Services and Fintech Innovations
  3. Incubating Private Sector-enabled Public Service Innovation

Aspire to Innovate (a2i) Programme project is planning to recruit an Project Analyst (EkSheba Implementation) who will lead implementation of advanced technology in all ministries/divisions and their subordinate organization and support the simplification, digitalization and modernization of e-services with integration of new and latest technology. It would be established through policy reforms initiatives to ensure sustainability of e-service delivery.

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by ICT Division and Cabinet Division.

Duties and Responsibilities
Under the direct supervision of the Programme Advisor of a2i, the incumbent wwill be responsible for service evaluation of the Project Analyst (EkSheba Implementation).
  • Lead the implementation and sustainability of access to government service platforms.  
  • Lead the development of a coherent  policy framework for service digitization and access to government service platforms.
  • Lead the institutionalization of access to service and capacity development of stakeholders.
  • Support to collaborate with the government agencies to implementation digitized access to service platform.
  • Accelerate the partnership development for e-services with emphasizing G2C and G2B services.
  • Coordinate the implementation of Digital Leadership Journey for future readiness of Civil Service.

Required Skills and Experience
 
Education:
  • Master’s Degree in Public Administration / Economics / Statistics / Development Studies / Business Administration / e-Policy / e-Governance or ICT /Engineering/ Social Science / Natural science.
Experience:
  • At least 2 years relevant working experience in e-Governance implementation activities 
  • Experience to redesign the demand driven perspectives of citizens
  • Working experience with UNDP or any other development organization will be an added advantage
Language:
  • Fluency in written and spoken English and Bangla
