BACKGROUND AND PURPOSE
WFP Gambia’s Country Strategic Plan (CSP) 2019 - 2021 aims to support the Government in reaching the National Development Plan (2017 - 2021) goals through investments in sectors relevant to Sustainable Development Goal 2. This CSP positions WFP as an enabler for the Government and combines direct implementation and capacity support in the enhancement of the national transition process. WFP support constitutes direct operational support, knowledge transfer and technical assistance and it contribute to WFP's Strategic Results 1, 2, 3 and 5 in line with the National Development Plan, the National Social Protection Policy and the United Nations development assistance framework for 2017–2021.
The CSP focuses on contingency plans for response to shocks (Strategic outcome 1); building the resilience of vulnerable populations through nutrition-sensitive and gender-responsive social safety nets for children in primary and early childhood education, pregnant and lactating women and girls, children under the age of 5 and livelihood support to smallholder farmers (Strategic outcomes 2, 3 and 4) and capacity strengthening to facilitate the alignment of national policies through an integrated approach to food and nutrition security that includes the school meals programme, nutrition interventions, social protection, disaster risk reduction and early-warning systems (Strategic outcome 5). Critical new focus areas will be support for development of a social protection system focused on mainstreaming the national school meals programme as a national safety net, food fortification and south south and triangular cooperation. The country office (CO) aims to streamline all planning and implementation processes to ensure alignment with corporate standards and procedures.
JOB PURPOSE: To provide a range of specialised support functions and lead a team performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.
KEY RESPONSIBILITIES
Under the overall guidance and direct supervision of the Supply Chain Officer, the Senior Logistics Associate will be responsible for the following:
- Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
- Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorised partners and destinations.
- Manage logistics vendors’ contracting and selection activities including vendor assessments, performance monitoring and measurement, supported by analysis and recommendations.
- Manage complex operational issues and provide solutions or recommendations related to all assistance modalities, using initiative and following processes, to ensure the provision of timely resolutions with excellent client service mind-set.
- Ensure adequate commodity accounting controls in relation to Logistics Execution Support System (LESS), including timely data input, clear documentation flow and good quality documentation are in place and regularly monitor compliance.
- Perform vendor invoice processing and management.
- Effective supply chain funds management; contribute to the preparation of project documents including regular food transfer cost monitoring report, supply chain cost matrix revisions, and other budgetary issues; funding proposals; financial analysis and budget reviews, drawing out insights and recommending actions to the supervisor to optimize use of available funds.
- Responsible for the management of the WFP warehouses; Monitor inventory management processes to track trends and account for the inventory status from source to beneficiary; support oversight for commodity accounting data quality and integrity.
- Provide comprehensive analyses of operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that supply chain requirements are taken into consideration.
- Manage and coordinate a full range of documentation processing for execution of logistics operations (e.g. transport planning, customs clearance, invoice verification), take appropriate actions to address issues and recommend improvements in processes.
- Perform research, collect data and conduct analysis to produce comprehensive reports (e.g. market assessments, CSC, SPRs, financial closure, physical inventory, transport performance) providing insight and recommendations that enable informed decision-making.
- Coordinate and liaise with internal and external stakeholders to support logistics operations management and strengthen partnerships on humanitarian supply chain.
- Manage a team(s) of logistics staff by building productive relationships and providing technical advice, coaching, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities.
- Participate in market assessments and transfer reconciliation for cash-based transfer activities.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: |
Completion of secondary school education. A post-secondary certificate in the related functional area (Transport, Economics, Engineering, Supply Chain, Logistics, Business Management or another related field). |
Experience: |
Six or more years of progressively responsible work experience in supply chain or related field. |
Language: |
Verbal and Written fluency in English language. |
