UNICEF is looking for an International Consultant to provide periodic technical support to UNICEF Indonesia and the Ministry of Women’s Empowerment and Child Protection (MOWECP). This includes reviewing and refining the theory of change (TOC) and the results framework of the Strengthening Safe and Friendly Environments for Children (SAFE4C) to Prevent and Respond to Online Child Sexual Abuse and Exploitation (OCSEA) project (Online SAFE4C).

Title: International Consultant: Strengthening Safe and Friendly Environments for Children to Prevent and Respond to Online Child Sexual Abuse and Exploitation

Type of Contract: Individual Consultant

Duration: June 2022 - May 2023 (42 working days)

Duty Station: Home-based

The purpose of this assignment is for an international consultant to provide periodic technical support to UNICEF Indonesia and the Ministry of Women’s Empowerment and Child Protection (MOWECP). This includes reviewing and refining the theory of change (TOC) and the results framework of the Strengthening Safe and Friendly Environments for Children (SAFE4C) to Prevent and Respond to Online Child Sexual Abuse and Exploitation (OCSEA) project (Online SAFE4C).

During the implementation period of the project, the consultant will support  the development of a monitoring instrument, review and propose adjustments to the strategies and approaches, support the drafting of reports and briefs and provide a quality review of the evaluation report.

 

How can you make a difference?

Scope of Work:

The consultant will engage and work closely with UNICEF Indonesia and the MOWECP, in a remote operating/home-based capacity, with the possibility of conducting field missions as necessary, to carry out the following specific tasks, in line with the project timeline:

- Support the inception phase by providing a quality review of the existing results framework and theory of change; update, review, and confirm the strategies and approaches, including policy briefs outlining strategies to ensure sustainability.
- Design a monitoring and evaluation instrument to measure programme performance and impact of the Online SAFE4C project in line with the result framework.
- Assist in the development of three annual programme reports and other reports as required by the Global End Violence against Children Fund
- Provide quality review of the project baseline and end line data as well as the end of project evaluation and management response.

To qualify as an advocate for every child you will have…

- An advanced university degree (Master’s or higher) in Social Sciences or related fields.
- 5 years of work experience in programme planning, management, coordination, monitoring, and evaluation of complex programmes in the development field including child protection
- Demonstrated expertise in analysis and development of technical papers, reports and programmatic guidance documents related to Child Protection and/or Violence against Children. Published work is an asset.
- Capacity to work independently yet with the ability to share information, receive feedback and engage in dialogue with partners.
