Background Information - Job-specific

The overall situation in Lebanon remains challenging with all the sectors being affected. According to the United Nations Economic and Social Commission for West Asia, the poverty rate in Lebanon rose dramatically from 28 percent in 2019 to 55 percent in 2020. Furthermore, the average cost of the food Survival Minimum Expenditure Basket (SMEB) registered an increase of 183 percent nationally, between October 2019 and December 2020. The COVID-19 pandemic has further exacerbated the overall situation whereby as much as two-thirds of Lebanese households had a reduction in income since the onset of the pandemic in March 2020.

At the request of the Government of Lebanon and with donor support, the United Nations Office for Project Services has been requested to provide monthly stipends (cash payments) to critical population segments in Lebanon under an agreement with an aim to ensure the overall stability of the country. The project is envisaged to last 10 months and will benefit over 100,000 individuals each month. 

The specific project will contribute to the Political, Peace, Security, and Governance (PPSG) pillar of the UN Strategic Framework. The project contributes towards Sustainable Development Goal 16: “Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”.

Functional Responsibilities

Under the overall supervision of the Director of the Amman Operational Hub and the Head of Programme, and under the direct supervision of the Project Manager, the Monitoring and Reporting Officer will be required to perform the following duties and responsibilities:

1. Project Monitoring:

  • Develop and implement Monitoring & Evaluation plan including performance  indicators, establishing baselines and methodology including surveys for measurement of performance;

  • Ensure that performance indicators and targets remain relevant and in accordance with the project design and workplan;

  • Analyze and prepare evidence-based monitoring reports during and upon the completion of project;

  • Undertake regular monitoring visits to the project sites independently or together with the Project Manager and the Project Team;

  • Review, maintain and monitor the project risk register on regular basis and flag any high risks, including HRDDP risks,  that may have a potential negative impact on the project to the Project Manager;

  • Draft TORs for the project evaluation;

  • Propose possibilities for further impact monitoring;

  • Perform any other duties as requested by the Project Manager.

2. Project Reporting 

  • Prepare progress and monthly highlight reports in coordination with the project team, the Programme and  Partnership teams;

  • Ensure timely and quality submission of reports as identified in the project agreement through coordinating inputs and drafting reports related to project activities;

  •  Act as a focal point for the collection, analysis and dissemination of data/information relevant to verification, monitoring and inspection activities in coordination with the Database Officer.

  • Knowledge Management & Networking

  • Interact and follow up with the Project Manager and the project teams to solicit case studies, lessons learned, success stories, and best practices for internal and external sharing;

  • Lead the preparation of success stories and best M&E practices for inclusion in internal and external communication products;

  • Contribute to the project planning processes in terms of sharing lessons, best practices and/ or success stories derived as part of the project monitoring.

3. Monitoring and Progress Controls
  • # of developed and implemented M&E plan that includes performance indicators, baseline and targets

  • # of monthly/quarterly reviews of achievements as per the set indicators and targets

  • # of quarterly/ final evidence based monitoring reports analyzed and prepared.

  • # of monitoring visits conducted to the project site on a monthly basis.

  • # of monthly revisions of the project risk register 

  • # of quality and timely prepared monthly and/or highlight reports in coordination with the project team, the Programme and  Partnership teams

  • # of lessons learned, success stories, and best practices generated for internal and external sharing on a quarterly/ semi annual basis

Education/Experience/Language requirements

Education: 
  • Advanced university degree (Master degree or equivalent) preferably in project management, development policy and/ or planning, business administration, international development/relations or any relevant discipline.(5 years experience).
  • A first level university degree (Bachelor degree) preferably in project management, development policy and/ or planning, business administration, international development/relations or any relevant discipline with a combination of 2 additional years of relevant experience may be accepted in lieu of the advanced university degree. (6 years Experience).
Experience:
  • Minimum of 5 years of progressively responsible experience in programme/project monitoring, evaluation and reporting in either national or international organizations is required.  

  • Experience in producing evidence-based monitoring reports is required. 

  • Experience in setting up and managing project monitoring and evaluation systems is required.

  • Demonstrated experience in application of innovative technologies in monitoring and tracking is highly desirable.

  • Experience in the humanitarian and/or development sector is required. 

  • Experience in the Middle East is desirable. 

  • Experience with an international organization and/or UN agencies is desirable.

  • Computer literacy in particular MS Word, Excel, Visio, and PowerPoint.

Language:
  • Fluency in English is required.
  • Knowledge of Arabic and/or French is desirable
