Mission and objectives

The United Nations Country Team (UNCT) in Jordan is comprised of 17 resident Agencies, Funds, and Programmes, namely: FAO, ILO, IOM, OCHA, UNDP, UNESCO, UNFPA, UN-Habitat, UNHCR, UNICEF, UNIDO, UNODC, UNOPS, UNRWA, UN Women, WFP, WHO, as well as the World Bank, UNDSS and the Resident Coordinator Office (RCO); It also includes five non-resident Agencies, IAEA, IFAD, OHCHR (with SHRA in RCO), UN Environment and UNIC. ESCWA, UNV, and IFC also participate in UNCT meetings for coordination purposes. Since 2018, a Senior Human Rights Adviser (SHRA) is deployed to the Office of the Resident Coordinator/Humanitarian Coordinator (RCO) under the framework of the UN Development Group Human Rights Mainstreaming Mechanism upon request of the UN Country Team (UNCT) in Jordan. The Senior Human Rights Adviser 1. works with the UNCT to integrate human rights into their programmes and activities, to develop strategies and programmes aimed at building and strengthening national capacities and institutions for the promotion and protection of human rights, and to promote human rights as a common UN value and to uphold international norms and standards through advocacy and awareness-raising; 2. supports the RC and UNCT and national partners in their engagement with international human rights mechanisms; and 3. provides technical advice and conducts human rights capacity-building for a range of governmental and non-governmental actors.

Context

Jordan has ratified seven out of the nine core international human rights treaties, is undergoing the 4th universal periodic review (UPR) at the outset of 2024 and welcomed several independent experts on a country visit. In the second half of 2022, the SHRA with assistance of the assigned UN Volunteer would support organizing a visit by the Special Rapporteur on the rights of persons with disabilities and preparations for the UPR. The UN Volunteer will also support the collection and analysis of data and information pertaining to human rights matters, including their gender dimensions, to address related human rights issues in Jordan. Task description

Under the direct supervision of the SHRA in the RCO Jordan, the UN Volunteer, Associate Human Rights Officer, will undertake the following tasks: • Contribute to researching and collecting information pertaining to human rights issues including their gender dimensions, from a variety of data sources and maintain and improve a related Information Platform, and prepare resulting analysis for presentation of trends and patterns to the UNCT; • Support integration of human rights in programmatic support; • Assist in conducting capacity-building activities and in developing and implementing workshops/ training programmes in the field of human rights with a focus on the rights of persons with disabilities, and in preparation of the next UPR of Jordan; • Assist in tailoring a generic human rights recommendations database to Jordan to strengthen to track the implementation of human rights recommendations; • Assist in the preparations of the visit of the Special Rapporteur on Persons with Disabilities; • Liaise and communicate closely with human rights organizations to facilitate their engagement with human rights mechanisms, but also to identify incidents, and analyze the potential impact of reported incidents on the overall human rights situation; • Contribute to and/or draft various internal and external reports, communications, briefing notes, talking points, press releases, statements, or other products related to human rights issues; • Participate, on behalf of the Senior Human Rights Advisor, in working level meetings on human rights and related issues; and • Perform other related duties as required.
