UNDP Jordan's country programme seeks to support national efforts in reaching a solution pathway that achieves the goal of a more inclusive and resilient nation which can effectively address the development challenges it is faced with, through its five programme pillars. Among these pillars is the Environment, Climate Change, and DRR Portfolio that assist the country to integrate environmental concerns into national and sectoral plans and strategies; secure resources; and implement programmes that advance inclusive, sustainable development, and strengthen livelihoods.

The Environment, Climate Change and DRR Portfolio’s support for environmental management and nationally- owned sustainable development pathways include the following areas: Biodiversity and Ecosystem Services; Sustainable Land Management and Desertification; Water and Marine Governance; Climate Change and Drought; Energy; Waste Management; Green Economy; and Disaster Risks Reduction.

In 2016, UNDP Jordan under its environment portfolio has commenced several integrated projects to advance the local climate change adaptation within the context of the Badia Restoration Programme (BRP), which was established under the Ministry of Environment in response to the severe degradation of natural assets in the Jordan Badia due to the 1990-1991 Gulf Crisis. The BRP seeks to: I) reverse or mitigate the damage inflicted on the Badia terrestrial ecosystem with the full cooperation and participation of the concerned Badia communities; and II) restore biodiversity and normal productivity of the ecosystems in the Badia rangelands, with a view to optimizing grazing resources. To achieve the objectives, the BRP prepared the Community Action Plan (CAP) aiming at conducting the most suitable restoration approaches, including biophysical interventions and socio-economic arrangements within two major thematic interventions at a local level:

  1. Integrated Watershed Management.

 

  1. Integrated Livestock and Socio-Economic Component.

UNDP was approached by BRP to support the implementation of the “Integrated Livestock and Socio-Economic Component” in the context of the detrimental impacts of climate change and drought hazards. Based on that, UNDP in collaboration with BRP, Ministry of Agriculture, and the Jordan Cooperative Corporation (JCC) commenced the projects of: “Improving livelihoods of Sheep owners in the Jordan Badia through Enhancing Sheep Wool Saleability and Profitability”, and “Establishment of Permanent Exhibition for Badia and Rural Products” projects. The two projects are expected to improve the livelihoods of livestock owners to offset the increase of cost resulting from the prevailing droughts and their effects on the productivity decline of the natural rangelands and the increase of forage prices.

As part of its adaptive management programme in response to emerging projects’ priorities and conditions, UNDP seeks to recruit a Badia Programme Associate to represent the primary source of technical management and support for the implementation of Badia projects.

 
Duties and Responsibilities

Overall, the Badia Programme Associate will provide administrative and technical backstopping for the implementation of Badia projects under the Environment, Climate Change & DRR Portfolio. Besides, she/he will oversee, monitor, and support the technical implementation of Badia projects.

The Badia Programme Associate will ensure that the projects maintain strategic direction during implementation and are an active members of a learning network of UNDP projects. She/he will sharpen the project’s focus on quality outputs and emphasize a learning and adaptive approach to project management and implementation. Moreover, she/he will introduce the best practices to project teams, partners, and stakeholders by serving as a conduit for ongoing UNDP best practice input to project implementation, monitoring, and evaluation. More specifically, she/he will perform the following duties:

  • Contribute to the successful execution and implementation of the Badia projects towards achieving the outcomes.
  • Initiate the process of quarterly and annual planning of projects activities, with the participation of all projects team; support the project manager to finish and submit the work plans to the Projects Boards and UNDP for their concurrence.
  • Provide technical assistance to projects team and advice; require progress reporting and accountability for resources used.
  • In cooperation with the relevant projects team, build effective working relationships with the project’ key partners (Government, NGOs, communities, the private sector, etc.).
  • Ensure gender equality, and perspectives of marginalized groups across all Badia projects implementation, Monitoring & evaluation processes.
  • Facilitate a learning and adaptive approach to project management and implementation by supporting the development and dissemination of lessons learned.
  • Assume the technical responsibility for all professional consultants and contractors engaged through projects funds directly; this includes drafting of terms of reference, technical specifications and other documents as necessary; and the identification and advice on the recruitment of project consultants, as well as coordination and quality control of consultants and suppliers;
  • Assume direct responsibility for managing the projects budgets by ensuring that:
    • projects funds are made available when needed, and are disbursed properly,
    • expenditures are in accordance with the projects’ documents and/or existing project work plans,
    • accounting records and supporting documents are properly kept,
    • required financial reports are prepared,
    • financial operations are transparent and financial procedures/regulations for DIM projects are properly applied; and
    • She/he is ready to stand up to audits at any time.
  • Prepare projects progress reports of various types and the Final Projects Reports as scheduled and organize review meetings and evaluation missions as per the acting procedures of UNDP.​​​​​​
  • Contribute to the implementation of all Projects M&E Plans.
  • Upon request of the supervisor and the Head of Environment Portfolio, participate in the resource mobilization programme and assist in drafting concept notes related to the Badia thematic areas;
  • Any other duties as assigned

Institutional Arrangement

The Badia Programme Associate reports mainly to the National Environmental Projects Coordination Specialist copied to the Team Leader of Environment, Climate Change, and DRR Portfolio at UNDP. She/he will oversee, monitor, and support the implementation of the Badia projects’ components, primarily on a full-time daily basis for one year (with the possibility of extension). In order to strengthen the capacity of the Jordan Cooperative Corporation (JCC), the national implementation partner for UNDP, the Badia Programme Associate will be based at the JCC premises with periodic missions to the projects’ locations across the three Badia regions. She/he is expected to work closely with the concerned team of JCC, and the projects technical committees, and will ensure smooth implementation of the project in accordance with the project document and UNDP procedures

Min. Academic Education
