Senior Forestry Officer (Re-advertised May 2022)

Reporting to country representative, the Senior Forestry Officer will have central role in leading project implementation that include forest restoration and conservation, participatory forest and land use planning, forest enterprise development, developing models, guide project team, prepare extension materials, capacity building and others as per the project document, outcomes, and deliverables.  

 

INTRODUCTION

 

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

GGGI has got funds from KOICA to implement project entitled: “Climate Resilient Forest and Landscape Restoration (CRFLR) project in Ethiopia” in partnership with national and regional government partners.  The overall goal of this project is to enhance provision of ecosystem services and improve climate resilience and green growth that contributes to national development strategy, GGGI’s strategic outcomes and sustainable development goals. 

PURPOSE

 

  • Lead and implement restoration of degraded lands and natural forest conservation interventions through the participation of concerned government and community partners
  • Support and contribute to capacity development of both project and government experts on restoration, inclusive land use planning, MRV, spatial mapping, modeling, PFM, and natural forest conservation through various means such as training, technical and material supports, develop extension materials and guidelines, advisory service and technical supports and so on.
  • Promote and apply participatory approach to ensure inclusiveness and engagement of communities and concerned stakeholders during planning and implementation process  
  • Establish forest business enterprises and financing mechanisms to generate incomes and benefits communities
  • Establish baseline and hydrological models to quantify baseline scenario and monitor changes as a result of project interventions that include forest stocks and hydrology
  • Establish partnership with national and international partners to share best practices and knowledge management and dissemination
  • Develop and implement forest financing mechanisms and result based payments

 

ENGAGEMENT

 

  • Establish partnership and relationship with variolous development actors at national and international levels to create synergy and share experiences and lessons
  • Provide technical capacity building trainings to all stakeholders engaged in PFM and other natural forest conservation practices
  • Facilitate/provide capacity building trainings to regional and Woreda staff on ground measurements, remote sensing, and modeling
  • Provide capacity supports to the conservation of existing forests using proven forest conservation models such as PFM

 

DELIVERY

 

  • Provide technical guidance to project staff and partners to implement restoration and forest conservation plans and activities as indicated on the project document
  • Provide capacity building trainings to government experts and partners on different topics and thematic areas such as restoration and forest conservation system, participatory land use planning, resources assessment and management plan preparation, nursery management, MRV and forest financing and marketing mechanisms  
  • Develop various extension materials, guidelines and manuals for experts and partners stipulating to restoration, forest conservation, nursery management, plantation forestry, forest-based enterprise and financing
  • Provide technical supports on inclusive and gender responsive land use planning process that ensure participation of concerned government stakeholders and communities  
  • Develop and promote innovative and viable models and approaches on restoration of degraded landscapes, forest conservation, forest resources and hydrology assessment and monitoring, forest financing and marketing system
  • Develop and implement innovative approach and models, result-based payment system and others through the participation of concerned stakeholders,
  • Provide technical support on the restoration of degraded landscapes and management of existing forests
  • Design forest-based financing mechanisms through PES and PPP
  • Develop and implement result-based payment systems.
  • Lead the establishment of baseline forest carbon stocks by ground measurements, remote sensing, and modeling.
  • Facilitate the assessment and quantification (baseline) of forest hydrology before and after the project by ground measurements and modeling
  • Prepare/update working manuals and guidelines
  • Prepare AR site selection criteria and guidelines for forest management plans.
  • Facilitate establishment of modern seedling production nursery. Prepare/update working manuals and guidelines

QUALIFICATIONS

 

  • MSc degree in forestry, natural resources management, or related fields with at least 8 years work experiences in forestry and natural resources management, watershed management, and related fields. PhD degree in the above listed fields of study is an advantage
  • Fluency in and strong command of English are required
  • Practical knowledge and track record in forestry technical aspects in the areas of forest restoration, natural forest conservations, watershed management and participatory approach
  • Experiences in Project planning and reporting, documentation, and communications
  • Understanding on forestry related legal frameworks and policies in Ethiopia
  • Work experiences in Ethiopia and international partners on forestry aspects
  • Demonstrated experiences in team building and effective communication

 

FUNCTIONAL

 

  • High level of attention to detail and accuracy.
  • Strong and matured interpersonal skills and proven ability to work with multi-cultural teams.
  • Ability to work well under pressure and have a flexible approach to tasks given.
  • Good level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.)
  • Exceptionally organized with excellent prioritization skills.
  • Excellent communication, presentation and writing skills.

ADDITIONAL INFORMATION

 

This position is an X9 grade level in GGGI’s International  salary scale. Determination of base salary is subject to candidate's experience, academic background, and internal equity. GGGI provides 13% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
