This position will be based in Tigray region-Mekelle to support the implementation of the World Bank funded  Project  that aims to rehabilitate health, education, infrastructure etc facilities in the region region. 

Under the direct supervision of the Project Coordinator, the Support Service Senior Analyst delivers high-quality and consistent delivery of Financial and Administrative services to the world bank project office in Tigray region, assuring full compliance with UN rules and regulations, UNOPS policies and procedures and internal Standard Operating Procedures (SOPs) in Finance and Administration management.

1. Operations management
  • Management of the Operations/Support Services of the project, namely Finance and Administrative Services - facilitating effective, efficient and consistent support service provision to the project and all activities therein.

  •  Support the Project Coordinator in establishing the management targets. Monitor their achievement. 

  • Collaborate with relevant colleagues to identify the need, determine cost and proactively plan all project office support services. 

  • Monitor and supervise world bank project operations to ensure compliance with corporate strategies, UNOPS rules, regulations, policies, and standards of accountability, ethics and integrity and achievement of results. 

  •  Monitor effectiveness of project support services, to ensure optimum client service and satisfaction. Drive timely readjustment and improvements of the operations. 

  •  Supervision of the Security related matters around the project office and ensuring full compliance with UNOPS security standards and procedures. 

  • Ensure internal communication and coordination in the project financial and Admin teams are effective and efficient.

  • Monitor the project finance and the Admin shared inboxes ensuring that all tasks are attended to and distributed in a timely manner, followed by proper archiving.

  • Coordinate and consolidate all reports, plans and presentations required from the project finance and Administration team, and provide input where needed.

 2. Financial management
  • Support the world bank project team  in preparation of the financial plan and budget. Ensure timely revisions and reallocation of funds. 

  • Monitor, track and control project expenditure to ensure optimum and appropriate use of financial resources. 

  • Ensure the availability of required project  financial reports and exception reports including investigating anomalies to resolve problems, reporting or recommending any action required to relevant stakeholders. 

  • Ensure the timely review, posting and closure of world bank project accounts. Certify/verify accuracy and compliance with standards of accountability framework. Submit/prepare a mandated report on financial status. 

  • Supervise all world bank project  financial services (accounting, cash management, payments etc). 

  • Monitor the project management budget expenditures and ensure that relevant costs are  properly recovered, billed and spent in accordance with the applicable procedures. 

3. Administration 
  • Ensure the timely and efficient delivery of all world bank project administrative services, (e.g. project admin, premises and asset management, organizational and personnel security, travel). 

  • Ensure full compliance of operations of the project with UNOPS rules, regulations and policies, on administrative matters and supervision of the administrative team. 

  • Manage the acquisition, maintenance, inventory, recording, verification and protection of project facilities/assets, including IT infrastructure, equipment and servers. 

4. Knowledge Management 
  • Knowledge building and sharing with regards to management and operations in the project office, synthesis of lessons learnt/best practices, and sound contributions to UNOPS knowledge management initiatives. 

  • Development of tools and platforms for operations and data management, ensuring information and knowledge sharing with project colleagues, clients and partners. 

  • Organize, facilitate and/or deliver training and learning initiatives for project personnel on finance  and Administration related topics.

  • Provide sound contributions to knowledge networks and communities of practice by synthesizing lessons learnt and dissemination of best practices in finance and Administration.

  • Substantively contribute to the planning and development of the finance  and Administration components of the project annual report.

The effective and successful achievement of results by the Support Service Senior Analyst directly impacts on the efficient performance of the project personnel in specific and UNOPS in general. This contributes to the credibility of the organization as an effective service provider in project services and management.

Education/Experience/Language requirements

Education:

  • Advanced University Degree (Master’s Degree or equivalent) in Accounting, Accounting and Finance, Business Administration or related field with two (2) years of relevant experience

  • First Level University Degree (Bachelor’s Degree or equivalent) in Accounting, Accounting and Finance, Business Administration or related field with four (4) years of relevant experience


Experience:

  • For Advanced University degree (MA/MSc degree) holders: Minimum of two(2) years relevant work experience (finance and Administration management) is required;

  • For first level University degree (BA/BSc degree) holders: Minimum of four(4) years relevant work experience (finance and Administration management) is required;

Skills:

  • Accounting and budget preparation two (2) years is required

  • Operational and Travel management two (2) years is required

  • Experience/knowledge of Google Suite products, especially google forms, sheets, docs and slides is an asset

  • Experience of ERP system is an asset


Language Requirements:

  • Fluency in English (written and spoken) is required.
