Background:

A vacancy has arisen in the OSCE Presence in Albania for a Senior Secretary (G5) at the Head of Presence Office.

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.

Originally established in 1997, today, the Presence’s activities range from arms control and the fight against trafficking to electoral assistance, anti-corruption initiatives, gender mainstreaming and environmental projects, human rights protection, legislative, judicial, and media reform, as well as the capacity-building of law enforcement officials.


Tasks and Responsibilities:

The Senior Secretary is responsible for providing organizational and administrative support for the Head of Presence (HoP) and the Deputy Head of Presence (DHOP), managing the arrangements for their daily work, helping to co-ordinate high-level diplomatic events and visits, and in general supporting the smooth running of the mission and the implementation of its mandate.

The successful candidate will be tasked with the following duties:

  1. Managing the personal schedule of the HOP and DHOP;
  2. Arranging and coordinating meetings, visits, and events for the HOP and DHOP
  3. Contributing to the management of large, high-profile diplomatic events including conferences and receptions;
  4. Coordinating and liaising with counterparts in the offices of senior Albanian public officials and senior diplomats in Albania;
  5. Fulfilling all necessary administrative procedures to enable the HoP/ DHOP to fulfill their role (e.g. travel and other personal arrangements, etc.);
  6. Knowing and mastering necessary internal IT applications for formal approvals, procurement and accounting
  7. Representing HoP office in internal meetings as required;
  8. Translation and interpretation services for HOP/DHOP, from ENG-ALB and ALB-ENG language, when required.
  9. Maintaining the proper flow of documents and information into and out of the front office
  10. Ensuring proper record-keeping;
  11. Providing administrative support to project implementation, in particular for HOP funded projects;
  12. Drafting and editing correspondence for HOP / DHOP;
  13. Protecting the integrity and confidentiality of sensitive elements of information and business;
  14. Any other relevant business as tasked by the HOP/DHOP

Necessary Qualifications:

1.  Secondary education supplemented by secretarial, commercial, or other relevant diplomatic training.

2.   Minimum 4 years of office work experience preferably within an international environment.

3.   Computer literate with practical experience with Windows applications and other office software packages.

4.   Very good organizational skills, ability to prioritize, focus, and attention to detail.

5.   Excellent oral and written communication skills in English and in Albanian; Another OSCE language would be an asset.

6.   Ability to work with people of different nationalities, religions, and cultural backgrounds.

7.   Pleasant personality and good interpersonal skills.

8.   Must be a resident of Albania.

 

Remuneration Package:

According to the fixed OSCE salary scale, the remuneration is approximately 969.67 EURO, subject to National Social Security deductions. OSCE salaries are exempt from taxation. Appointments are normally made at step 1 of the applicable OSCE salary scale.
