OBJECTIVES OF THE PROGRAMME:

To provide technical support to the Ministry of Health on malaria program to facilitate acceleration of malaria elimination in persistent malaria foci at North and Central Sulawesi and preparation of regional verification at Sulawesi Island, Indonesia.

SUMMARY OF ASSIGNED DUTIES:

Under the direct supervision of Medical officer of Communicable Diseases (MO CDS) and in close collaboration and coordination with the Ministry of Health, Provincial Health Office (PHO) of North and Central Sulawesi and partners the duties of the incumbent are:

  • Facilitate respective PHOs and DHOs to implement the recommendations of bottleneck analysis conducted by UGM in 2021 on the malaria situation and the occurrence of stagnancy of malaria progress toward elimination at targeted districts.
  • Provide technical advice to the provincial and district authorities to achieve malaria elimination as per set timeline by MoH by facilitating improvement of malaria programme management towards malaria elimination including evidence based integrated planning for sustainable funding allocation; strengthening monitoring evaluation; and preparation prevention of re-introduction strategy.
  • Provide technical assistance to ensure compliance to standard protocol in malaria diagnosis and treatment in public and private health facilities, including integrated malaria program and community-based malaria case finding at mobile migrant populations (MMPs) if applicable.
  • Ensure sustainability of supportive environment for malaria elimination towards prevention of re-introduction through stakeholders mapping, cross-sectors advocacy, development or finalization of local regulation and increased local budget commitment.
  • Facilitate the active participation and empowerment of community in malaria prevention, diagnosis, treatment, and surveillance, including integrated with existing behavior change communication activities platform in district or province level such GERMAS, PIS PK, etc.
  • Facilitate cross-border collaboration and coordination meetings intra-districts or intra-provinces where malaria problems are located in the border areas.
  • Provide technical guidance and build capacity of malaria officers, surveillance officers, and microscopists on malaria surveillance policies for areas towards elimination and maintenance phases in terms of:
  • Implementation of 1-2-5 policy.
  • Implementation of recording and reporting using SISMAL to ensure improvement of data quality and completeness.
  • Implementation of cases and foci mapping.
  • Implementation of migration surveillance system.
  • Strengthening early warning system of malaria and outbreak response preparedness
  • Provide technical support on documenting of all activities and archiving the supporting documents for regional verification process in 2025.
  • Develop monthly progress report and update analysis situation by end of 2022.
  • Ensure the continuation of malaria services during the COVID-19 pandemic.
  • Perform any other duties as assigned by WR and Medical Officer (MO) CDS.

Functional Knowledge and Skills:

Sound understanding of principles of public health, to be able to provide quality technical inputs, and good problem-solving, analytical and negotiation skills.

Education Qualifications:

Essential:

Master’s degree in Public Health or Health Science.

Desirable:

Advanced degree in public health or medical science or entomology from a recognized institution.

Experience:

Essential:

  • At least 2 (two) years of professional work experience in the field of malaria control and elimination at district or province or national level.
  • Experience with health systems or programme implementation in Indonesia.

Desirable:

  • Four or more years work experience working with the Ministry of Health/ Provincial Health Office/ District Health Office.
  • Experience working with international development organizations.
  • Experience with private sector engagement.

Languages:

Advanced level of written and spoken English and native language skills in Bahasa Indonesia.

Other Skills (e.g. IT):

Work is performed in normal working environment.

Computer literacy: Proficient in the use of Microsoft Office applications and internet.

RENUMERATION

SSA National Consultant – Malaria, Level A. Between IDR 25,708,600 and 41,419,267 (in accordance with WHO Salary Scale for SSA). The selected persons will be placed at North Sulawesi (3 districts: Minahasa Tenggara, Kep. Sangihe, Talaud) and at Central Sulawesi (3 districts: Poso, Parigi Moutong, Tojo Una-una).
