Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women works to economically empower diverse women in Lebanon, at micro, meso, and macro levels. Since 2016, when UN Women established its office presence in Lebanon, the Women’s Economic Empowerment (WEE) program has predominantly focused on increasing the resilience of vulnerable women and girls in refugee and host communities, under the Resilience Unit. The program’s overall goal is to, empower vulnerable women, girls and their communities, and strengthen their resilience to conflict and displacement. The project design is based on two pillars of intervention: 1) Economic Empowerment and 2) Protection. The economic empowerment interventions, skills training, paid opportunities in the private sector, and entrepreneurship support, combined with protection interventions at the individual, institutional and societal levels to prevent and respond to gender-based violence. The program targets refugees and nationals together, as a method of fostering understanding and trust between their communities.Under the direct supervision of the Program Manager based in Beirut, the Project Coordination analyst will be responsible for supporting in the program to achieve effective results.

Reporting to the WEE Program Manager, the Programme Analyst is responsible for coordinating the projects implemented under the WEE portfolio which includes coordinating relationships with national partners and stakeholders, and the monitoring and reporting, and the finances and personnel of the portfolio.

Duties and Responsibilities

1. Coordinate the WEE Projects.

  • Coordinate the overall Programme/Portfolio work plan development and implementation according to Strategic Note/ programme document.
  • Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports to the WEE Program Manager and UN Women.
  • Establish systems for project planning, implementation and monitoring, in collaboration with partners.
  • Record and maintain documents on relevant Programme activities, issues, and risks.

2. Guide coordination with national partners and other stakeholders

  • Coordinate relationships with national partners to support implementation and expansion of the WEE Programme/Portfolio, raise potential problems and suggest solutions.
  • Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed.

3. Coordinate the monitoring and reporting on the WEE Programme/Portfolios

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages.
  • Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required.
  • Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports.
  • Provide inputs from WEE programme activities and results to Country Office/Multi Country Office/Regional Office reporting.

4. Manage people and finances at the WEE programme

  • Coordinate preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting, in close coordination with the Program Manager.
  • Supervise Programme Associates and Assistants as assigned by the Program Manager.

5. Build partnerships and support in developing resource mobilization strategies

  • Provide inputs to the development of partnerships and resource mobilization strategies.

6. Advocate and facilitate knowledge building and management and communication

  • Document the programme implementation process and products.
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme.
  • Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.

Required Skills and Experience

Education and Certification:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to thematic area.
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects.
  • Experience in working in a computer environment using multiple office software packages.
  • Experience in the use of ATLAS or Quantum is an asset.
  • Experience in supporting a team is an asset.

Language Requirements:

  • Fluency in written and oral in English and Arabic is required.
  • Working knowledge of another official UN language is an asset.
