Mission and objectives

UNODC’s mission is to contribute to global peace and security, human rights and development by making the world safer from drugs, crime, corruption and terrorism. This Strategy for the next five years will equip UNODC to deliver effectively, efficiently and with accountability, elevating our support to Member States to build just, inclusive and resilient societies that leave no one behind.

Context

The United Nations Office on Drug and Crime (UNODC) provides technical assistance related to combating terrorism, organized crime, corruption and drugs to requesting Member States. This assistance also supports States Strengthening criminal justice and health systems and to ratify and successfully implement international conventions and protocols, in compliance with the rule of law and human rights. The UNODC Regional Office for Southeast Asia and the Pacific’s (ROSEAP) Regional Programme outlines the proposed scope and focus of UNODC's work in the region for the years to come. It provides a framework for delivering a coherent programme of work to: (i) give clear focus to supporting Member States and regional partners in achieving priority crime and drug outcomes; and (ii) increase the responsiveness, efficiency and effectiveness of UNODC's support to the region. The Regional Promgramme focuses primarily on crime and drug challenges that are best addressed through coordinated cross-border and intra-regional cooperation. There are five sub programmes under the Regional Programme. • Transnational Organised Crime • Anti-Corruption • Terrorism Prevention • Criminal justice systems • Drugs and Health, and Alternative Development Established in 1997, the United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against illicit drugs and international crime. UNODC has approximately 2,200 staff members worldwide. Its Headquarters are in Vienna, and it has 18 field offices as well as liaison offices in New York and Brussels. UNODC relies on voluntary contributions, mainly from governments for 90% of its budget. The Office aims to implement its operational priorities through an integrated approach to counter drugs, crime and terrorism.

Task description

UNODC counter-terrorism activities in the Southeast Asian and Pacific (SEAP) region fall under the Sub-Programme 3: Terrorism Prevention of the Regional Programme for Southeast Asia and the Pacific 2014-2020. The Sub-Programme provides support to ASEAN Member States and other countries, upon request, to achieve the effective implementation of human rights- and rule of law-based criminal justice responses to terrorism and violent extremism. To do so, it aims to: (i) Enhance national counter-terrorism (CT) and counter-financing of terrorism (CFT) legal frameworks, in accordance with international legal requirements and standards; (ii) Strengthen the capacity of national criminal justice systems to implement human rights- and rule of law-based CT/CFT measures; (iii) Promote international cooperation in criminal justice and related aspects of CT/CFT; and (iv) Support the development and implementation of National Action Plans featuring criminal justice components to prevent and counter violent extremism (P/CVE) that leads to terrorism. Technical assistance delivery under the Sub-Programme is undertaken through national and regional activities, as well as advisory services, that are developed and implemented in close collaboration with respective national and regional entities. UNODC assistance addresses the complex thematic and functional areas covered by all 19 universal legal instruments against terrorism and the UN Security Council Resolutions, and it is in line with the UN Global Counter-Terrorism Strategy and the UN Secretary-General’s Plan of Action to Prevent Violent Extremism. Under the direct supervision of the Programme Coordinator for Terrorism Prevention with guidance from the Regional Programme Coordinator, Terrorism Prevention and the overall supervision of the Country Manager, the incumbent provides specialized substantive, technical and programming expertise for the design, implementation and monitoring of technical assistance activities in the area of counter-terrorism and preventing and countering violent extremism in Indonesia, ensuring high quality, efficiency and timeliness of work. More specifically, the incumbent will contribute to the coordination of the Indonesia “Peace Hub”, a UN interagency mechanism tasked to enhance the contribution of the UN to preventing and countering violent extremism in Indonesia, as well as to promote peace conducive to sustainable development. The purpose of the assignment is to provide specialized support to the coordination and activities of the “Peace Hub”, a UN inter-agency mechanism on preventing and countering violent extremism, and promoting peace in Indonesia, with a particular focus on improving coordination and enhance synergies between UN agencies and government sector, civil society partners in Indonesia to preventing and countering violent extremism (P/CVE) in Indonesia. The UN Volunteer will work under the direct supervision of the Programme Coordinator (Terrorism Prevention), Programme Office in Indonesia and the overall guidance of the Regional Counter-Terrorism Programme Coordinator at the UNODC Regional Office for Southeast Asia and the Pacific, based in Bangkok, the UNODC Country Manager and the UN Resident Coordinator in Indonesia. Within this coverage, specific duties include the following:  Assisting in conceptualizing, planning and implementing national activities on Counter-Terrorism (CT) and Preventing and Countering Violent Extremism (P/CVE), in particular legislative assistance and capacity building workshops, and the implementation of the relevant international anti-terrorism instruments in Indonesia;  Undertaking the required preparation, coordination, and participation in activities of the “Peach Hub”, the UN inter-agency mechanism on preventing and countering violent extremism, and promoting peace in Indonesia where multiple UN agencies and Indonesian Government agencies are involved;  Keeping abreast with latest developments and trends on P/CVE and peace that is generated by UN entities, both internally to senior management and externally to members of the public, donors, the Government of Indonesia, civil society and other UN partners associated with the Peace Hub;  Providing consultation and facilitation on human-right based and gender responsive P/CVE and peace strategies in compliant with Women, Peace and Security (WPS) and Youth, Peace and Security (YPS) approaches to the Peace Hub’s participating UN agencies as well as to the external stakeholders;  Consolidating and analyzing data on Peace Hub’s implementation, achievements and indicators in order to facilitate the development of analysis and key messages for internal and external stakeholders;  Providing overall support to the Sub-Programme on counter-terrorism on substantive input to the planning, delivery, monitoring and evaluation of UNODC technical assistance and capacity-building activities on CT and P/CVE, including with the drafting of progress reports, proposals, and donor reports. Results/Expected Outputs: The UN Volunteer will be involved in the implementation of UNODC activities on CT and C/PVE organized in Indonesia and the “Peace Hub” in particular, and s/he will receive guidance, supervision and on the job-training on an ongoing basis. Additional training opportunities may become available through participation in specialized courses in the area of work and attendance to substantive events in UNODC mandate areas, including field missions, seminars, workshops, etc. Through the assignment, the UN Volunteer will have: • Gained improved substantive knowledge on all UNODC mandate areas, but particularly on CT and P/CVE; • Gained direct substantive work experience in CT and PCVE matters, how to develop and implement national action plans, how to effectively engage with/support other UN agencies, government sector and grassroot organizations; • Gained exposure to the overall work of the United Nations, as well as improved skills in coordination, research and analysis, and in the preparation of reports and projects; • Gained exposure to the overall work of the United Nations in the field of programme development, cooperation and technical assistance; • Gained experience in programme monitoring and management. UNODC expects the UN Volunteer to deliver: • Contributions to implementation of the Peace Hub, its activities and relevant reports fully compliant with UNODC and UN quality standards; • Contributions to project monitoring and data analysis in line with interactions and views expressed by Peace Hub participating agencies and government counterparts; • Effective logistical support to the implementation of UNODC CT and P/CVE activities, and the Peace Hub in particular; • Project proposals in UNODC formats and reflecting latest UN values, especially with regards to gender equality and to women, peace and security.
