Mission and objectives

UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. UNICEF is guided by the Convention on the Rights of the Child and strives to establish children's rights as enduring ethical principles and international standards of behaviour towards children. UNICEF insists that the survival, protection and development of children are universal development imperatives that are integral to human progress. UNICEF mobilizes political will and material resources to help countries, particularly developing countries, ensure a "first call for children" and to build their capacity to form appropriate policies and deliver services for children and their families. UNICEF is committed to ensuring special protection for the most disadvantaged children – victims of war, disasters, extreme poverty, all forms of violence and exploitation, and those with disabilities. UNICEF responds in emergencies to protect the rights of children. In coordination with United Nations partners and humanitarian agencies, UNICEF makes its unique facilities for rapid response available to its partners to relieve the suffering of children and those who provide their care. UNICEF is non-partisan and its cooperation is free of discrimination. In everything it does, the most disadvantaged children and the countries in greatest need have priority. Context

UNICEF Angola promotes the rights and wellbeing of every child. Together with our partners, we focus our efforts on reaching the most vulnerable and excluded children, to the benefit of all children. In Angola, UNICEF is the leading voice and advocate for children’s rights. The focus of UNICEF’s programme in Angola is aimed at addressing the needs of vulnerable families and children. UNICEF follows an equity-based approach, to ensure that most marginalised or disadvantaged children are not left behind. UNICEF Angola is in the process of implementing the country programme 2020-2023, in which the activities are aimed to follow the life-cycle approach. From the time that the mother conceives a child, to birth, immunization, nourishment, education, protection, development, UNICEF aims to help the Government in ensuring that children in Angola have a fair chance to survive and thrive. UNICEF aims to support fulfilment of all rights of children related to general principles of survival, development, protection and participation. UNICEF also has the mandate to be the voice for the rights of the child. In the process, the communication section supports the office in advocating for children’s rights, communicating the key results and nurturing partnerships that promote children’s wellbeing in the country. The assignment of the UNV Digital Communication Officer will make use of online and digital platforms to help achieve the results of UNICEF in Angola. UNICEF places strong emphasis on using digital platforms like the in-house website, social media platforms, internal communication networks, and online news portals to advance the voices for children in the country. UNICEF in Angola has been a bold advocate of child rights to influence decision makers, generate public discourse and nurture partnerships using several channels and influencers. This assignment will focus on using digital communication platforms to help achieve the goals.

Task description

Under the direct supervision of Chief of Communication, the UN Volunteer will undertake the following tasks: • Support in developing and implementing social media plans on Facebook, Twitter, YouTube and Instagram accounts of UNICEF Angola (as per organization’s rules and guidance) • Develop content for implementing social media plans, as mentioned above. • Support in managing and publishing content on UNICEF Angola website (in Drupal CMS). (UNICEF will provide specific training on Drupal CMS.) • Support in managing and publishing post content on UNICEF Angola’s ‘SharePoint’ internal communication network, which highlights all key activities of UNICEF Angola. • Track online news related to children’s rights in Angola, and UNICEF’s work in the country. Tabulate the news on a daily basis and disseminate it as guided to office staff. • Manage a digital library of photos and videos of UNICEF Angola, as guided. • Develop human interest stories related to UNICEF Angola’s work and publish them on UNICEF’s website. • Prepare presentations on PowerPoint or other digital applications. • Provide periodic reports with the reach of digital platforms. • Support the management of “Internet of Good Things” platform, as per guidance. Results/Expected Outputs: • Monthly social media plan developed including website and internal communication channels • Digital library of photo and video regularly updated • At least 2 HIS Written and shared in communication channels per month • Content of IoGT platform updated according to main needs • Package of content for social media developed and shared as per established deadlines Learning expectations Learning and development are a central part of the UN Youth Volunteer’s assignment and take place before, during the assignment in the field. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer’s skills and competences, improve the quality of the assignment and keep the volunteer’s motivation high. Learning elements for the UN Youth Volunteer include the development of: • Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching. • Inter-personal skills: including communication and listening skills; multi-cultural awareness and cultural competency; and conflict and stress management. • Volunteering-related skills: including leadership; civic responsibility; and engagement and active participation. Beyond the learning opportunities provided by UNV, UNICEF Angola will support knowledge and capacity development in the technical areas that are relevant to the UN Youth Volunteer’s assignment. UNICEF Angola will provide, at its expense, UN Youth Volunteers with equal opportunity to participate in training courses and workshops offered to its personnel. Specific training would be convened on technical skills like Drupal content management system, Enterprise content management. Hands on experience will shape the knowledge and skills of UN Youth Volunteer on effective communication.
