OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

Within the context of the WHO Health Emergencies Programme, the incumbent will support the development and implementation of information and knowledge management activities for the collation, tracking and analysis of relevant public health intelligence information, as well as reporting related to WHE programme activities, at the country and regional level.

Specifically:

1. Support the collection, analyses, production and dissemination of data/information. This includes supporting response-specific information (what, where, who, how many, how quickly, current status of events), internal and external situation reports (SitReps), epidemic bulletins, rapid needs assessments for acute events, health risk assessments, and the Public Health Situation Analysis; and health inputs into humanitarian needs overviews (HNO), and strategic response plans (SRP).

2. Create and maintain a streamlined and interoperable knowledge management and reporting system / workflow (a) to track WHE’s emergency response activities, milestones and impact at regional and country level, (b) facilitate flow of information from the field to the appropriate focal points at regional or headquarters level, and (c) document innovations and lessons learned to prepare for future health emergencies

3. Aggregate and maintain inter-country and country information from WHO and partners including contact lists, performance monitoring, health indicator data, health situation data, health response data.

3. Participate in the basic data visualization and geographic analysis for maps and other reports (such as dashboards, SitReps, programmatic reporting etc).

4. Upon delegation provide information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to inter-sectoral dashboards and reports.

5. Provide information management input into the planning and data/information management process; on data gathering and analysis, quality assurance, performance monitoring, information dissemination and management.

6. Conduct the standardization of reliable data management processes of data formatting, sustainable structure of data collection, validation, analysis and eventually results dissemination.

7. Generates routine narrative and analytical reports as required, based on the existing databases.

8. Performs all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: First level university degree in social sciences, behaviorial sciences, information management, knowledge management, public health, global health or statistics.
Desirable: Graduate level degree in above fields. Specific training in information management, knowledge management in humanitarian response or health emergencies.

Experience

Essential: At least two years of related experience in public health, information/knowledge management, monitoring, and data analysis in humanitarian reposne or health emergencies.
Desirable: Relevant work experience in WHO, other UN agencies; experience working in relevant nongovernmental or humanitarian organizations.

Skills

Sound knowledge in public health, knowledge management, information management, data analysis, and statistics. Demonstrated ability to design, manage and analyze complex information system projects, computer-based applications and databases, web-based tools in health emergency response. High level of analytical skills. Knowledge of programme management and functioning of WHO and the UN system is an asset.

Other Skills (e.g. IT)

Advanced use of MS Office, particularly spreadsheets, data visualization and analysis tools (e.g. PowerBI, ArcGIS etc), Sharepoint, and database softwares

Design and management of information systems.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2253 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
