OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to support countries, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

PURPOSE OF THE POSITION

In the context of the WHO Health Emergencies Programme, at the country level, the incumbent will have the overall responsibility for managing the emergency Supply Chain for Health emergency responses, ensuring an end-to-end follow-up, and ensuring an effective and efficient supply process at all levels in full compliance with WHO rules, the Standard Operating Procedures (SOPs). The incumbent will be deployed to emergency operations when required.

ORGANIZATIONAL CONTEXT

Under the supervision of the OSL Team Lead, and overall guidance of the EPR Team Lead, working closely with the EPR and IMS counterparts at country office and regional levels and other WHO staff and partners, the incumbent will be responsible for proactively managing the Supply Chain processes for WHO emergency response. This involves ongoing contacts with EPR and OSL staff, first line responders, and Ministry of Health officials to ensure that requirements are identified and delivered according to WHO rules and policies.

SUMMARY OF ASSIGNED DUTIES

Supply Management:

  1. In Liaison with the OSL TL, develop, implement and manage the strategic response supply plan for emergency response activities. Update, implement and report on the supply chain management Standard Operating Procedures (SOPs), planning & reporting and key performance indicators.
  2. Provide timely, proactive and expert advice support to the Incident Management team and OSL TL on all supply matters in the context of the emergency response including coordination and communication with Headquarters (HQ) & the Regional Office (RO) when required.
  3. Provide training and accessible information to emergency response stakeholders on supply chain management

Emergency Procurement Management:

  1. Ensure end-to-end follow-up of the requisitions placed for emergency response; develop and maintain an efficient and reliable tracking system
  2. Ensure Monthly/Weekly/Daily Pipeline Monitoring dissemination among the emergency response teams
  3. Define and establish a framework for procurement activities and advice on procurements to be done locally, regionally and internationally
  4. Maintain a proper link between both Supply Chain and Finance & Administration units to ensure proactive and timely budget management
  5. Working closely with WCO operation staff in charge of custom, transport and delivery, ensure proper follow up of SOPs, documentation and reception.

Stock & Warehouse Management:

  1. Supervise the Warehouse team in charge of the stock management and assure that every stock is managed according to WHO SOPs and standards
  2. Ensure constant evaluation of the items being stocked in consideration of current and projected needs and the size of the storage facilities
  3. Provide advice on necessary requirements for the stock & warehouse management (HR, materials, information, reporting and equipment)
  4. Manage distribution of inventory items in line with the ‘first-expired first-out, (FEFO)’ principles to avoid occurrences of expiration of supplies.
  5. Ensure that the inventory management tool (GIMs) and OSL supply baselines are updated timely to provide timely periodic reports for management decisions.
  6. Ensure that the inventory verification exercises are promptly carried out as per the established guidelines and calendar.

REQUIRED QUALIFICATIONS

EDUCATIONAL QUALIFICATION

Essential:

A first university degree in pharmacy or related field from an accredited/recognized institute. Valid registered pharmacy license in Ethiopia.

Desirable

Professional certification/ post graduate qualification in logistics/supply chain management or related field would be an advantage.

WORK EXPERIENCE

Essential

At least two years related experience, in managing pharmaceutical management and supply management, part of which in the field supporting emergency humanitarian operations.

Desirable

Prior working experience with FMOH, EPSA, WHO/UN, INGOs, National Essential Drugs Programme, recognized humanitarian organizations or with an international nongovernmental organization.

FUNCTIONAL KNOWLEDGE AND SKILLS

  • Demonstrated knowledge logistics management in emergency context, with proven ability to identify and solve technical problems in difficult circumstances.
  • Excellent analytical and organizational skills.
  • Excellent interpersonal skills and ability to work under pressure.
  • Proven ability to promote cohesive action and convince officials with tact and diplomacy

Essential:

Excellent knowledge of English. Working knowledge of Amharic.

  • Excellent knowledge of Microsoft Office applications.
  • Good knowledge in the use of spread sheets would be essential. Familiarity with database and stock management tools

  • Remuneration – this is a Special Service Agreement (SSA) contract at NO-B, with a monthly remuneration of $2,359
