OBJECTIVES OF THE PROGRAMME

The Division of Healthy Environments and Populations works to support countries to take sustained, systematic and effective action to reduce common risk factors for noncommunicable diseases and conditions (including injuries), address health risks caused by environmental factors, and support WHO stakeholders and countries to address the social and commercial determinants of health, in particular gender and inequity.

NCD Prevention and Health Promotion (PND)

To support Member States prevent and control noncommunicable diseases (NCD) and their risk factors through comprehensive and multisectoral policies, plans, and programmes including population-based and individual-based approaches, monitoring and reporting, as well as promoting health and wellbeing at local and national levels by providing guidance for national policies, programmes, and surveillance to slow down and reverse the adverse trends of NCD and risk factors.

DESCRIPTION OF DUTIES

Under the supervision of the Director, Healthy Environments and Populations, and guidance of the Director, Programme Management, the incumbent performs the following duties:

  1. Lead technical support for the implementation of relevant Regional Action Frameworks (RAF), including the Regional Framework on Nurturing Resilient and Healthy Future Generations in the Western Pacific (School-based Health) and the Regional Action Plan on Health Promotion in the Sustainable Development Goals 2018-2030;

    1. Work with WHO Country offices and Member states to translate the global and regional technical guidance into national policies, programs and structures on health promotion and school-based health initiatives, based on each country’s context

    2. Support member states to “try, learn and improve” implementing RAFs

    3. Collect lessons from in-country implementations and reflect them in the future regional guidance

    4. Coordinate technical support to member states liaising with internal and external experts as required

  2. Lead planning and developing relevant tools and advocacy products related to NCD risk factor reduction and health promotion at regional level;

  3. Establish a regional network of technical expertise and knowledge exchange on school-based health and health promotion in close collaboration with WHO Collaborating Centres and relevant WHO teams in all three layers of WHO;

  4. Build and strengthen partnerships with multiple stakeholders to advance life-long NCD prevention and health promotion including policy, legislation, regulation, fiscal and administrative interventions; and

  5. Undertake any other duties as requested by the Director.

REQUIRED QUALIFICATIONS

Education

Essential: Master’s degree in public health, health promotion or other related fields from a recognized university.

Experience

Essential: Minimum seven years’ relevant work experience in NCD prevention, health promotion or health systems, and experience in programme management at a senior technical level.
Desirable: Experience in NCD prevention and control, health law and legislation, health policy and/or health promotion (specifically related to NCD risk factors reduction) at national and international level. Minimum two years’ work experience in an international organization. Previous experience as a medical doctor or nurse.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3037 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
